O lugar do aeroporto, uma estratégia para a sua reabilitação

Abstract

Pretende-se que esta dissertação seja uma reflexão sobre a paisagem urbana envolvente ao aeroporto de Santa Maria, designada Lugar do Aeroporto, conduzindo a uma proposta de estratégia. Uma estratégia baseada na conservação, adaptação e reabilitação do tecido urbano, das estruturas edificadas e do espaço verde que associada a ações de índole cultural, comercial e turístico sejam o impulso para o envolvimento da população, revitalização social e desenvolvimento económico sustentável.O Lugar do Aeroporto, abrange doze zonas habitacionais, equipamentos coletivos e largas áreas de espaços verdes. A classificação como de interesse público em 2015, reconheceu a singularidade do Lugar do Aeroporto no contexto do Arquipélago e a sua importância na história da ilha e dos Arquipélago dos Açores. A classificação permitirá regrar as intervenções e salvaguardar os valores da identidade e autenticidade.A transmissão de propriedade da ANA Aeroportos para o Governo Regional, permitiu a assunção de um gestor responsável pela conservação do Bairro e permitiu desencadear procedimentos administrativos para a definição de estratégias de reabilitação. Como tal, surge como essencial o envolvimento dos residentes, da população do concelho, das entidades locais e regionais. Ações de sensibilização e divulgação dos valores históricos e patrimoniais como um dos elementos potenciadores do desenvolvimento socioeconómico do concelho. Assim como, a definição de regras urbanísticas ajustadas, a implementação de atividades económicas, turísticas e culturais complementares da inovação e criatividade, mas também, a associação a programas para promoção da cultura local no sentido de incentivar a participação ativa da população como via para atingir o bem-estar social e uma economia sustentável. Pretende-se esboçar uma estratégia para a perpetuação da identidade e da singularidade do Lugar do Aeroporto através da reabilitação do património edificado e paisagístico.

This dissertation pretend to be a reflection on the urban landscape surrounding Santa Maria airport, called Lugar do Aeroporto, leading to a strategy proposal. A strategy based on the conservation, adaptation and rehabilitation of the urban fabric, the built structures and the green space that associated with actions of a cultural, commercial and tourist nature are the impetus for the involvement of the population, social revitalization and sustainable economic development. The Lugar do Aeroporto, comprises twelve housing areas, collective equipment and large areas of green spaces. Classification as of public interest in 2015, recognized the uniqueness of Lugar do Aeroporto in the context of the Archipelago and its importance in the history of the island and the Azores Archipelago. The classification will make it possible to regulate interventions and safeguard the values of identity and authenticity.The transfer of ownership of ANA Aeroportos to the Regional Government allowed the assumption of a manager responsible for the conservation of the Neighborhood and allowed to trigger administrative procedures for the definition of rehabilitation strategies. As such, the involvement of residents, the population of the municipality, local and regional entities is essential. Awareness raising and dissemination of historical and heritage values as one of the elements that enhance the municipality's socio-economic development. As well as the definition of adjusted urbanistic rules, the implementation of economic, tourist and cultural activities complementary to innovation and creativity, but also, the association with programs to promote local culture in order to encourage the active participation of the population as a way to achieve social welfare and a sustainable economy. A strategy for the perpetuation of the identity and uniqueness of Lugar do Aeroporto through the rehabilitation of the built and landscape heritage.
