Aprender com as Pandemias - O impacto das crises pandémicas na evolução e transformação da cidade

Abstract

Ao longo dos séculos as cidades concentraram uma grande aglomeração populacional, transformando-se em espaços dinâmicos em constante mudança, podendo ser propulsoras de doenças, como também impulsionadoras de soluções para a cura. A presente dissertação tem como objetivo analisar como as pandemias têm influenciado a evolução do urbanismo e do planeamento urbano. Neste sentido, procurar-se-á entender o impacto das crises pandémicas na cidade e como se procurou conter a propagação da doença.Como forma de compreender estas alterações e influências é imprescindível o estudo prévio do papel da Saúde Pública e a sua estreita relação com o planeamento dos centros urbanos. Segue-se a análise de algumas das principais pandemias que afetaram as cidades, com o intuito de perceber o seu impacto e as transformações provocadas na vida urbana. Devido à variedade de épocas e contextos em que estas pandemias ocorreram tornou-se necessário definir uma matriz de análise. Neste sentido analisa-se o contexto da época e das cidades, seguindo-se depois a análise do impacto da crise pandémica e a suas consequências na vida da cidade e por fim analisam-se as reações, medidas implementadas e as consequências para as cidades.A presente investigação irá analisar quatro pandemias: a Peste Negra (1347-1351), a Cólera (1817-1866), a Influenza (1918-1920) e a COVID-19 (2019-2022). Espera-se concluir que, apesar dos impactos negativos que as pandemias possam ter nas diferentes sociedades e em diferentes épocas, estes momentos de tensão acabam por despertar a atenção para as diversas vulnerabilidades, da cidade, e por conseguinte conduzir a respostas que acabam por se tornar parte da evolução do urbanismo.

Over the centuries, cities have concentrated a large population agglomeration, becoming dynamic spaces in constant change, and can be drivers of disease, as well as drivers of solutions for cure. This dissertation aims to analyse how pandemics have influenced the evolution of urbanism and urban planning. In this sense, an attempt will be made to understand the impact of pandemic crises on the city and how the spread of disease has been contained.In order to understand these changes and influences, it is essential to study the role of Public Health and its close relationship with urban planning. This is followed by the analysis of some of the main pandemics that affected cities, in order to understand their impact and the transformations caused in urban life. Due to the variety of times and contexts in which these pandemics occurred, it became necessary to define an analysis matrix. In this sense, the context of the time and cities is analysed, followed by the analysis of the impact of the pandemic crisis and its consequences on city life and, finally, the reactions, measures implemented and consequences for the cities are analysed.The present research will analyse four pandemics: the Black Death (1347-1351), Cholera (1817-1866), Influenza (1918-1920) and COVID-19 (2019-2022). It is hoped to conclude that, despite the negative impacts that pandemics can have on different societies and at different times, these moments of tension ultimately draw attention to the various vulnerabilities, of the city, and therefore lead to responses that ultimately become part of the evolution of urbanism.
