"Por prol e bom regimento": a cidade e o trabalho nas "Posturas Antigas de Évora"

Abstract

Partindo do conteúdo das 254 posturas existentes no Livro das Posturas Antigas de Cidade de Évora, a presente dissertação foca dois temas fundamentais: estudo da cidade e o das atividades laborais do tecido socioeconómico eborense de finais da Idade Média. Na introdução apresentamos o estado da arte, relativo a estudos sobre posturas municipais, realizados em Portugal. No primeiro capítulo, procedemos a uma análise crítica do Livro das Posturas, avançando propostas de datação crítica para as posturas cujos elementos o permitiram. O capítulo relativo à cidade estrutura-se em três pontos principais dedicados, respetivamente, à espacialidade, à administração e à normatividade. Pretende-se estabelecer uma relação entre os lugares da cidade, identificados na documentação, e as funções urbanas que neles se desenrolam. Privilegia-se o estudo dos oficiais menores do concelho, e de outros agentes que orbitavam em torno da máquina concelhia, dando-se um especial destaque às funções e à forma de atuação dos rendeiros. Realiza-se, ainda, uma síntese do conteúdo normativo das posturas, tradutor das principais preocupações das autoridades camarárias eborenses, entre finais do século XIV e inícios do século XV. No capítulo dedicado ao trabalho, optou-se, igualmente, por uma estrutura tripartida, orientada em torno da produção artesanal, da transformação e setor alimentar e da comercialização. No âmbito produtivo, destaca-se a importância que os mesteres ligados ao trabalho dos couros, dos tecidos e dos metais assumiam. Grandes são, também, as preocupações das autoridades municipais no abastecimento alimentar da urbe, com a transformação cerealífera a ser apertadamente controlada e regulamentada. No tocante à comercialização, detalham-se, essencialmente, aspetos relacionados com a regulamentação do mercado, traduzidos pelas posturas, bem como matérias relativas aos locais de compra e venda, ao afilamento de pesos e medidas e ao tabelamento de preços, salários e impostos.

Based on the content of the 254 ordinances in Livro das Posturas Antigas de Cidade de Évora, the present dissertation focuses on two fundamental themes: the study of the city and the work activities of the socio-economic eborese fabric of the late Middle Ages.In the introduction we present the state of art, related to studies on municipal ordinances, carried out in Portugal. In the first chapter, we proceed with a critic analysis of the Livro das Posturas, with proceeding proposals of critical data for the ordinances whose elements allowed it. The chapter related to the city is structured in three main points, dedicated, respectively, to the specialty, administration and normativity. The intent is to establish a relation between the places in the city, identified in the documentation, and the urban functions that take place in them. The study of the diminished officers of the county, and other agents orbitating around the municipal machine, is privileged, giving a special emphasis to the functions and the form of performance of the tenants. A summary of the normative content of the ordinances is also carried out, translator of the main concerns of the eborese municipal authorities of the city, between the end of the 14th century and the beginning of the 15th century.In the chapter dedicated to the work, we also chose a tripartite structure, oriented around the craft production, processing and food sector and commercialization. In the productive sphere, we highlight the importance of the masters related to the work of leather, fabrics and metals. There are also major concerns by the municipal authorities in the food supply of the city, with cereal processing being tightly controlled and regulated. As far as commercialization is concerned, the main aspects of market regulation, translated by the ordinances, as well as matters related to the places of purchase and sale, the calibration of weights and measures, price fixing, salaries and taxes.
