Penacova em Movimento. Um estudo de caso para a política cultural municipal.

Abstract

O presente relatório de estágio diz respeito ao trabalho, com duração de um ano, entre 2014 e 2015, em que me dividi entre tarefas de gestão cultural, leccionamento de aulas de música e investigação de carácter histórico na Câmara Municipal de Penacova.Este trabalho realiza-se em três momentos fundamentais. Primeiramente faremos uma breve leitura crítica dos conceitos de cultura e arte enquanto expressão privilegiada da mesma, de modo a enquadrarmo-nos nas noções das quais entendemos dever ser portador quem tem a responsabilidade de tomar decisões que influenciam a realidade cultural. Prossegue depois para uma reflexão sobre a prática política, numa lógica de afunilamento que vai desde uma contextualização internacional, passando pela administração central a nível nacional, culminando na concretização local. Por outro lado, estabelece-se também uma lógica cronológica em que a evolução da acção política vai progressivamente incluindo as noções teóricas fundamentais que enunciei, instituindo-as como pressupostos em que se baseia a ideia actual para o nosso desenvolvimento enquanto sociedade. Estas duas vertentes indissociáveis, co-relacionam-se continuamente ao longo do texto. Por último, num terceiro momento, associo todo este conhecimento à prática das actividades que levei a cabo, juntamente com uma exposição das mesmas. Neste contexto, faz-se especial referência a um trabalho de investigação relativo ao património imaterial de Lorvão, vila do concelho de Penacova, inserido nos objectivos para a protecção do legado local.

This internship report concerns my work over the course of one year, between 2014 and 2015, in which I was involved in cultural management tasks, music teaching and historical research in the Municipality of Penacova.This study has been developed in three fundamental stages. It begins with a brief critical look at the concepts of culture and of art as its prime expression, in order to contextualise the notions that should inform those responsible for making decisions which influence the cultural reality. It then focuses on political practice, using a bottleneck logic that moves from the international context to the national administration at national level, and culminates in local implementation. In addition, a chronological logic is established in which the evolution of political action progressively includes the aforementioned fundamental theoretical notions, introducing them as presuppositions on which the current idea for our development as a society is based. These two inseparable strands are interrelated throughout the text. Finally, this knowledge is linked to the activities in which I was engaged, together with a commentary on them.
