Refugiados: um movimento pelo direito a uma (re)integração produtiva e sustentável

Abstract

A premissa desta dissertação serve de mote para pensar de que forma a sociedade pode ajudar a promover uma inclusão social, política e econômica, produtiva e sustentável dos refugiados. O propósito aqui é ponderar soluções que apoiem os países que estão a receber refugiados, requerentes de asilo ou requerentes de proteção humanitária, de maneira a sustentá-los na construção de um novo projeto de vida para que os qualifique a desempenhar um novo papel na sociedade que os acolhe. Um projeto global que apoie o indivíduo em risco humanitário através de políticas locais de acolhimento e promoção do bem estar social. Livre de estigma e adequados a políticas sociais específicas para uma transição sustentável ao indivíduo e ao país que o recebe é ponto central deste estudo, que objetiva pensar no empreendedorismo social como forma de intervenção social para uma integração produtiva e sustentável dessa população que está sendo obrigada a migrar por algum motivo.Para tanto, trago para este debate dois projetos de empreendedorismo social como exemplos de projetos de intervenção social que têm como objetivo a inclusão produtiva e sustentável da população refugiada. Tomo como exemplo um projeto em Portugal e outro no Brasil, países que estão, ambos, aprendendo a lidar com essa nova onda de migrantes. Estes dois países estão a perceber uma nova questão em sua dinâmica social após uma série de eventos desastrosos que marcaram e vêm marcando a migração em massa nos últimos anos para a Europa e, também, para a América Latina, especialmente para o Brasil. São projetos de intervenção social pensados para uma adaptação adequada de ambos os lados.O propósito deste estudo é apresentar uma alternativa que de alguma forma ajude a sociedade a dirimir os traumas relativos a esta transição do indivíduo refugiado que foi obrigado a sair do seu lugar de origem para um novo país, longe de suas raízes, da sua família, sua casa, seu trabalho, sua cultura. Aqui busco, enfim, ampliar o olhar para que a sociedade possa se permitir criar empatia pelo indivíduo que deixou para trás, tudo o que possa significar sua rede de proteção, e avaliar de que forma esta questão se torna uma oportunidade para toda sociedade.

The premise of this dissertation serves as a motto to analyze in which ways society could help to promote social inclusion for the refugees; politically, economically productive and sustainable. The purpose here is to ponder about solutions that could give support to the countries, that are hosting refugees requiring asylum or humanitarian protection, in a way of enabling the refugees to create a new life-project which would qualify them to perform a new role in the society that hosts them.A global project that supports the individuals in jeopardy of humanitarian risk through local politics of hosting and promotion the overall social wellbeing.Free from stigma and adequate to the specific social politics for a sustainable transition for the individual and for the country that hosts them. That is the central point of this study that aims to approach social entrepreneurship as a social intervention tool for a sustainable and productive integration of these populations that are being forced to move for a some reason.Therefore I bring for this debate two social entrepreneurship projects as examples of projects of social intervention with the objective of sustainable and productive inclusion of the refugee population. I take as an example a project in Portugal and another in Brazil, countries that are both learning to cope with this new migrant wave. Those two countries are noticing a new social dynamic after a series of disastrous events that marked , and still have been doing so, the mass-migration of the last few years to Europe and also to Latin America, and specially to Brazil. They are projects of social intervention designed to achieve an adequate adaptation for both sides.The purpose of this study is to present an alternative that in some way could helps society to settle the traumas in relation to this transition of the refugee. An individual that was obligated to leave their place of origin to a new place; away from their roots, their families, their homes, their work and their culture. Here I seek to amplify the view so that society could allow itself to generate empathy for the individual that left behind everything that could be perceived as a safety net, and evaluate in what way this matter becomes an opportunity for the society as a whole.
