sistemas de segurança social, em particular no caso do volume e quantidade de pensões de
velhice atribuídas, reveste-se de capital importância e actualidade. Para se compreender com
clareza esta relação, é fundamental concretizar três realidades: o envelhecimento das
populações; a história, orgânica e funcionamento dos sistemas de segurança social (no caso, o
português); e de que forma estas se relacionam.
A história da preocupação social formal com o bem-estar das populações remonta ao
séc. XV, existindo todavia de forma informal desde tempos imemoriais. A legislação
aprovada no âmbito da segurança social é vasta, e o seu conhecimento permite integrar de que
forma esta foi sendo adaptada ao longo do tempo.
Se a orgânica e modo de funcionamento do sistema se compreendem consultando a
vasta legislação existente, nomeadamente a Lei de Bases do Sistema de Segurança Social,
múltiplos indicadores permitem, com objectividade, analisar a interacção deste com a situação
demográfica actual. O envelhecimento demográfico, olhando para a taxa bruta de
mortalidade, esperança de vida à nascença e aos 65 anos e indicadores de fertilidade, assim
como os números relativos a migrações e aos movimentos das populações. A situação actual
do sistema de segurança social atentando no índice de sustentabilidade potencial, índice de
dependência de idosos, assim como a evolução dos números relativos aos beneficiários de
pensões de velhice, peso no PIB do sistema e evolução deste.
O peso crescente da população idosa ameaça a sustentabilidade do sistema de
segurança social, sendo uma ameaça de teor multifactorial: não apenas o número de pensões

de velhice tem gradualmente aumentado, mas também as de invalidez e de sobrevivência, a
procura de recursos de saúde, aliadas a uma diminuição relativa da população activa, e,
portanto, das contribuições para o sistema de segurança social.
A compreensão da realidade demográfica do país, do funcionamento do sistema de
segurança social e da interacção de ambos permite, de uma forma mais rigorosa, pensar em
soluções para a questão levantada The theme of demographic ageing and its relationship with the sustainability of social security systems, particularly in the case of the volume of atributed retirement pensions, is of capital importance and timeliness. To understand clearly this relationship, it is fundamental to define three realities: the population’s ageing; the history, organic and functioning of the social security systems (in this case, portuguese’s); and in which way they interconnect. The history of formal social concern with the population’s well-being dates back to the 15th century, though it existed informally since time immemorial. Legislation passed directly related with social security is vast, and its knowledge allows one to integrate how it has been adapted over time. If the organic and functioning of the system are understood consulting the vast existing legislation, namely the Law on Social Security, multiple indicators allow to objectively analyse the interaction of the latter with the present demographic situation. The demographic ageing, by looking at the crude death rate, life expectancy at birth and at 65 and fertility indicators, as well as migration and movement of the population’s numbers. The current social security system’s situation by looking at the potential sustainability index, the elderly dependency ratio, as well as the evolution of retirement pension recipients’ numbers, the system’s weight in Gross Domestic Product (GDP) and its evolution. The growing proportion of the elderly population threatens the social security system’s sustainability, that threat being of multifactorial nature: not only the number of retirement pensions has gradually risen, but also invalidity and survivor pensions, the demand Envelhecimento Demográfico e Sustentabilidade do Sistema de Segurança Social 6 of health care resources, allied to a relative decrease of the active population, and, therefore, of the contributions to the social security system.
