A integração de Portugal nas Comunidades Europeias

Abstract

Apesar da ancestral afinidade histórica entre Portugal e a Europa, a especificidade geográfica portuguesa, emergente da sua localização no extremo ocidental do continente europeu e da consequente exposição atlântica, foram intercalando ao longo dos tempos outros rumos que a par de condicionalismos internos, convergiram na diáspora portuguesa. Mesmo assim, a parceria europeia apresentou-se sempre complementar e insubstituível, vindo a ganhar um novo e diferente impulso após a segunda guerra mundial. Ainda durante o Estado Novo e apesar da negação política de uma aproximação mais significativa face a sobreposição do lema: orgulhosamente sós, realizaram-se alguns acordos com instituições europeias. Só após a revolução de 1974, se deu um reforço dos laços com a Europa, que viria a culminar no processo de adesão à Comunidade Económica Europeia. Até à assinatura do tratado em 1985, decorreram cerca de oito anos de negociações que exigiram grandes adaptações internas. Ao longo dos últimos vinte e cinco anos, Portugal contribuiu activamente para o processo de construção europeia, verificando-se uma grande evolução em todos os aspectos da vida portuguesa: económico, político, social, educativo, cultural e organizacional. Tal veio a marcar de forma irreversível os destinos nacionais. Se actual crise que ensombra a União Europeia, tem vindo a propiciar algumas projecções menos optimistas em relação ao futuro do projecto europeu ou mesmo à conveniência da participação portuguesa, não será menos verdade que as crises sempre estiveram presentes na história do continente europeu e foram muitas vezes a alavanca de sucessos subsequentes.

In spite of both the ancient and historical affinity between Portugal and the Europe and the Portuguese great Atlantic exposure resulting of its extreme west location in the, some different directions and internal constraints led the way to the Portuguese diaspora. Nevertheless, the European partnership was always complementary and irreplaceable itself, having had an important boost after the World War II. Although there were a political denial of a closer approach to the Europe and a “proudly alone” slogan, some deals with European Institutions were made still during Estado Novo. Not before the revolution of 1974 the bonds between Portugal and the Europe were reinforced and culminated in joining the European Economic Community. The joining treaty was signed in 1985 after eight years of negotiations, which required major internal adjustments. During the last twenty-five years Portugal has taken an important part in the process of building the Europe and, therefore, the Portuguese way of living has evolved dramatically when we regard the economy, politics, society, education, culture and the organizations. The national paths have been irreversibly changed. It is true that the current crisis, which torments the European Union, has given rise to some pessimist perspectives about the future of the whole European project and about the Portuguese participation in it. However, it is not a lesser fact that crisis have always been part of the European history and have actually been the take off of the following successes for several times.
