Relatório de estágio numa câmara municipal:um olhar de um profissional de educação.

Abstract

O presente Relatório apresenta o trabalho realizado no âmbito do estágio curricular do Mestrado em Ciências da Educação da Faculdade de Psicologia e de Ciências da Educação da Universidade de Coimbra. A instituição de acolhimento do estágio foi a Câmara Municipal de Mangualde, com especial foco no gabinete de educação do município e na revisão da Carta Educativa. Esta já não era feita desde 2016. Além da introdução e conclusão o relatório está dividido em duas partes. Na primeira é feita um breve enquadramento teórico fazendo referência ao processo de descentralização e transferências de competências para os municipais na área da educação e á Carta Educativa, enquanto instrumento de planeamento fundamental para a promoção do sucesso escolar. Entende-se por Carta Educativa segundo o Decreto-Lei nº 21/2019, de 30 de janeiro, como um instrumento de planeamento e ordenamento prospetivo de edifícios e equipamentos educativos a localizar no município, de acordo com as ofertas de educação e formação que seja necessário satisfazer, tendo em vista a melhor utilização dos recursos educativos, no quadro do desenvolvimento sócio demográfico de cada município. Na segunda parte apresentam-se as atividades desenvolvidas no âmbito do estágio. Uma das principais atividades consistiu na recolha e sistematização de informação relevante para o processo de revisão da Carta Educativa. Este processo revelou-se a nível profissional interessante, uma vez que foi feito um levantamento dos dados estatísticos da cidade a nível educacional como populacional, junto das entidades e instituições envolvidas no processo da revisão da CE. A caracterização do município de Mangualde, da rede escolar e dos serviços educativos, bem como dos projetos socioeducativos desenvolvidos no município, é resultado desse trabalho. Descrevem-se, de seguida, outras atividades desenvolvidas na instituição, sendo de destacar a colaboração na planificação e implementação de vários projetos socioeducativos: festa de natal, festa de carnaval, preparação do dia mundial da criança, preenchimento das fichas de avaliação do desempenho dos funcionários do município, colaboração no regime de fruta escolar, em articulação com vários atores da comunidade educativa e municipal. As atividades realizadas refletem a crescente intervenção dos municípios no domínio educativo, contribuindo para a construção de uma sociedade e educação mais inclusivas. No final do relatório é feita uma pequena reflexão em jeito de conclusão de todo o trabalho realizado ao longo do estágio, de forma a perceber e refletir o que correu bem e o que correu menos bem.

This Report presents the work carried out within the scope of the curricular internship of the Master's Degree in Educational Sciences at the Faculty of Psychology and Educational Sciences at the University of Coimbra. The host institution for the internship was the Municipal Council of Mangualde, with a special focus on the municipality's education office and the review of the Education Charter. This has not been done since 2016.In addition to the introduction and conclusion, the report is divided into two parts. In the first, a brief theoretical framework is made, making reference to the process of decentralization and transfers of competences to municipal authorities in the area of ​​education and the Education Charter, as a fundamental planning instrument for promoting school success. An Educational Charter is understood as according to Decree-Law No. 21/2019, of January 30, as an instrument for prospective planning and ordering of buildings and educational equipment to be located in the municipality, in accordance with the education and training offers that are necessary to satisfy, with a view to better use of educational resources, within the framework of the socio-demographic development of each municipality. The second part presents the activities developed within the scope of the internship.One of the main activities consisted of collecting and systematizing information relevant to the Education Charter review process. This process proved to be interesting on a professional level, as a survey of the city's statistical data was carried out at an educational and population level, with the entities and institutions involved in the EC review process. The characterization of the municipality of Mangualde, the school network and educational services, as well as the socio-educational projects developed in the municipality, is the result of this work. Other activities carried out at the institution are described below, highlighting the collaboration in the planning and implementation of various socio-educational projects: Christmas party, carnival party, preparation of World Children's Day, filling out performance evaluation forms municipal employees, collaboration in the school fruit scheme, in conjunction with various actors from the educational and municipal community. The activities carried out reflect the growing intervention of municipalities in the educational field, contributing to the construction of a more inclusive society and education.At the end of the report, a small reflection is made to conclude all the work carried out throughout the internship, in order to understand and reflect on what went well and what went less well.
