Governança internacional da saúde: dois pesos e duas medidas? Estudo de caso da Mpox

Abstract

Esta dissertação discute a importância do discurso sobre a saúde global nas relações internacionais e tem como objetivo ressaltar a relevância da perspetiva construtivista na análise da posição dos países em desenvolvimento em termos da saúde global, para além da correlação entre desenvolvimento, saúde e segurança. Através do estudo das características dos sistemas de saúde destes países, assim como o seu contexto histórico e político, sobretudo no que concerne as doenças tropicais negligenciadas, defende-se que a definição discursiva de ameaça depende dos recursos que um país é capaz de mobilizar para trazer a sua problemática específica para o debate internacional. Assim, a posição internacional de um país, a sua capacidade de influenciar a agenda internacional, e o nível ou expectativa que a problemática em debate lhe afeta, podem determinar a importância e urgência conferida. Por fim, para ilustrar estas dinâmicas é utilizado um estudo de caso, em que é analisada a evolução do discurso internacional relativo à Mpox, tendo como principal evento de remarque o surto da doença em países vários Europeus e Norte-Americanos, tendo sido realizada uma análise documental para estudar a evolução do discurso relativo à Mpox. Para isso, utiliza-se a análise crítica de discurso, através da qual se identificam alterações no discurso tanto espaciais, como temporais. Assim, através do estudo de caso desta dissertação, é possível ilustrar as dinâmicas de desigualdade do sistema internacional.

This dissertation discusses the importance of discourse on global health in international relations and highlights the relevance of the constructivist perspective in the analysis of the position of developing countries in terms of global health, as well as the correlation between development, health and security. Through the study of these countries’ health systems, as well as their historical and political context, especially regarding neglected tropical diseases, it is argued that the discursive definition of threat depends on the resources that a country is able to mobilize to bring its specific problem to the international debate. Thus, the international position of a country, its ability to influence the international agenda, and the level or expectation that the issue under debate affects it, can determine the importance and urgency conferred. Finally, to illustrate these dynamics, a case study was used, in which the evolution of the international discourse on Mpox is analyzed, with the main event marking the changing point being the outbreak of the disease in several European and American countries. A documentary analysis was performed to study the evolution of the discourse related to Mpox. regarding this, critical discourse analysis is used in order to identify alterations, both in time and space, in the international discourse about Mpox. Therefore, through the case study of this dissertation, it is possible to illustrate the dynamics of inequality of the international system.
