Tutela Administrativa sobre as Autarquias Locais. Limites e Desenvolvimentos.

Abstract

Partindo da análise do princípio da descentralização e da construção de um verdadeiro Poder Local, este estudo procura compreender qual a configuração e extensão dos poderes tutelares exercidos pelo Estado sobre as autarquias locais. Ao mesmo tempo, assistindo-se a uma transformação do modelo de organização e de relacionamento interadministrativo, bem como ao aumento do espaço de concorrência de interesses, é necessário enquadrar a relação tutelar numa teia de relações que visam conferir racionalidade económica, eficácia e eficiência ao exercício da função administrativa.
