Políticas Urbanas Áreas de Reabilitação Urbana no Município de Amarante

Abstract

O relatório apresentado apresenta um caráter teórico no âmbito da Reabilitação Urbana, focando-se essencialmente nas Áreas de Reabilitação Urbanas no Município de Amarante, tendo como ponto os núcleos de reabilitação estratégica e degradados, promovendo a revitalização e transformação do território, definindo linhas de atuação integrada, quer ao nível do espaço público, quer ao nível do património edificado. Este trabalho pretende descortinar as dinâmicas urbanas e as políticas públicas, tanto na União Europeia, como em Portugal e os seus impactos no âmbito da Reabilitação Urbana. A reabilitação urbana tornou-se uma necessidade para as cidades, essencialmente para os centros urbanos, oferecendo-se mecanismos legais e fiscais aliciantes para os locais e faz com que se promova e se torne aliciante para a reabilitação do património edificado. Sendo uma necessidade para as cidades, esta estratégia tornou-se fulcral para que houvesse uma intervenção integrada nos centros urbanos e permitiu às Câmaras Municipais que desenvolvessem mecanismos para reabilitar e tornar as cidades mais atrativas e dinâmicas. Dando foco à Câmara Municipal de Amarante, esta conta com cinco ARU (Cidade de Amarante, Amarante Norte, Vila Meã, Vila Caiz e Telões). Numa análise mais centrada no Município de Amarante debruçar-se-á sobre as diversas ARU desenvolvidas em todo o território, os benefícios e incentivos fiscais que são concedidos pelo município e os projetos cofinanciados no âmbito da reabilitação urbana. De forma ainda mais específica, será feito uma análise dos edifícios reabilitados, em fase de execução e não reabilitados na zona prioritária da ARU da Cidade de Amarante.

The presented report presents a theoretical character in the scope of Urban Rehabilitation, focusing essentially on the Urban Rehabilitation Areas in the Municipality of Amarante, having as a point the strategic and degraded rehabilitation nuclei, promoting the revitalization and transformation of the territory, defining lines of action integrated, both in terms of public space and in terms of built heritage.This work intends to reveal the urban dynamics and public policies, both in the European Union and in Portugal and their impacts in the context of Urban Rehabilitation. Urban rehabilitation has become a necessity for cities, essentially for urban centres, offering attractive legal and fiscal mechanisms for locals and makes it promote and become attractive for the rehabilitation of built heritage. Being a necessity for cities, this strategy became essential for an integrated intervention in urban centers and allowed City Councils to develop mechanisms to rehabilitate and make cities more attractive and dynamic.Focusing on the Municipality of Amarante, it has five ARUs (Cidade de Amarante, Amarante Norte, Vila Meã, Vila Caiz and Telões).In an analysis more focused on the Municipality of Amarante, it will focus on the various ARU developed throughout the territory, the benefits and tax incentives that are granted by the municipality and the co-financed projects within the scope of urban rehabilitation. In an even more specific way, an analysis will be made of the rehabilitated buildings, in the execution phase and not rehabilitated in the priority area of the ARU of the City of Amarante.
