Laboratório Sicó: Inovação territorial com epicentro na Granja

Abstract

As estratégias adotadas durante décadas conduziram o interior do país, particularmente as zonas rurais, a uma preocupante situação demográfica e económica quando comparados com o litoral. Apesar do panorama nacional dos núcleos urbanos de baixa densidade ter vindo a adquirir um papel relevante nas políticas de desenvolvimento, atualmente ainda é visível a sua descaracterização e crescente despovoamento. A partir de uma reflexão crítica sobre a situação atual do interior do país, tendo a região de Sicó como território de ação, desenvolve-se o presente trabalho de investigação perspetivando a valorização de recursos endógenos para reforçar a coesão de uma rede urbana em espaço rural. Desse modo, é proposta uma estratégia de desenvolvimento integrado, elaborada em grupo, no âmbito do seminário de investigação “De volta ao rural ou como reforçar a coesão da cidade regional?”. Esta iniciativa integra a estratégia global da Rede de Aldeias de Calcário, criada em 2019 pela associação de desenvolvimento local Terras de Sicó, juntamente com os municípios parceiros, onde se reconhece as particularidades e potencialidades de Sicó de forma a contribuir para a sua valorização e divulgação, através de uma abordagem bottom-up. Nesse sentido, a estratégia individual desenvolvida apresenta o conceito assente na gestão, investigação, divulgação e monitorização do território que constitui o Laboratório Sicó. Este organismo desenvolve-se através de relações entre os vários intervenientes, de distintas áreas de intervenção, de entidades públicas e particulares que estimulam a procura de soluções inovadoras com o objetivo de responder às necessidades sociodemográficas, económicas e territoriais presentes em Sicó. Com epicentro na aldeia da Granja, a materialização da proposta adquire um sentido de continuidade, no que diz respeito às intervenções no contexto vernáculo preexistente, considerando a matéria e a definição construtiva local e, dessa forma permitir a construção do “novo rural” de Sicó.

The strategies adopted for decades have led the country’s interior, particularly the rural areas, to a worrying demographic and economic situation when compared to the coast. Although the national panorama of the low-density urban centres has been acquiring a relevant role in the development policies, currently its decharacterisation and growing depopulation is still visible. Based on a critical reflection about the current situation of the country’s interior, having the region of Sicó as a territory of action, this research work is developed with a perspective of valorisation of endogenous resources to reinforce the cohesion of an urban network in rural areas. Thus, it is proposed an integrated development strategy, elaborated in group, in the scope of the research seminar “Back to the rural or how to strengthen the cohesion of the regional city?”. This initiative integrates the global strategy of the Rede de Aldeias de Calcário (Limestone Villages Network), created in 2019 by the local development association Terras de Sicó, together with the partner municipalities, where the particularities and potentialities of Sicó are recognised to contribute to its valorisation and dissemination, through a bottom-up approach. In this sense, the individual strategy presents the concept based on the management, research, dissemination and monitoring of the territory that constitutes the Sicó Laboratory. This organization is developed through relationships between the various stakeholders, from different areas of intervention, public and private entities that stimulate the search for innovative solutions in order to meet the socio-demographic, economic and territorial needs present in Sicó. With its epicentre in the village of Granja, the materialisation of the proposal acquires a sense of continuity, regarding the interventions in the pre-existing vernacular context, considering the matter and the local constructive definition and thus allowing the construction of the “new rural” of Sicó.
