Arquivos de administração Local em Portugal: estudo exploratório

Abstract

Esta dissertação realiza um estudo exploratório sobre os arquivos da Administração Local em Portugal, neste caso, os arquivos municipais. Trata-se de arquivos que oferecem vários serviços numa Câmara Municipal, possuem várias funções, tais como, gestão da informação e preservação e conservação dos documentos, além de que permitem o acesso à informação e ajudam na divulgação da informação. Neste estudo, inicialmente, encontra-se uma fundamentação teória geral onde é abordada a definição de Arquivo, aspetos da sua criação, as suas funções e ainda a contextualização dos arquivos da aministração local com a teoria das três idades, visto que se inserem nesse paradigma. Seguidamente, realiza-se uma fundamentação teórica específica onde são apresentados, na generalidade, os seguintes tópicos relacionados aos arquivos da administração local: gestão da informação; planos de classificação; legislação aplicável; aplicações informáticas; regulamentos e política de empréstimos. O procedimento metodológico adotado passa pela realização de uma pesquisa bibliográfica, para compor a fundamentação teórica e de uma pesquisa e análise documental, por meio da qual realizou-se o levantamento e a identificação de informações descritivas sobre os arquivos da administração local existentes no Diretório de Arquivos Municipais da Associação Portuguesa de Bibliotecários, Arquivistas, Profissionais de Informação e Documentação. Os resultados indicam que dos 308 municípios portugueses, foram localizados apenas 51 (17%) com arquivo municipal registado no respetivo Diretório, tendo sido analisadas as informações descritivas disponíveis desses arquivos relativos a: dados históricos; acervo arquivístico custodiado; instrumentos de pesquisa; serviços; regulamentos. Como conclusão, o facto de que ainda será preciso constituir e dar visibilidade a estes arquivos, dado que são poucos os que se encontram no Diretório, bem como reforçar o papel que desempenham nas comunidades em que se inserem.

This dissertation carries out an exploratory study on the Archives of Local Administration in Portugal, in this case, the municipal Archives. These are Archives that offer various services in a City Council, have various functions, such as information management and preservation and conservation of documents, in addition to allowing access to information and helping to disseminate information. In this study, initially, there is a general theoretical foundation where the definition of Archives is addressed, aspects of its creation, its functions, and the contextualization of the Archives of the Local Administration within the theory of the three ages of archives since they are part of this paradigm. Following, a specific theoretical foundation is carried out where, in general, the following topics related to the Archives of the Local Administration are presented: information management; classification file plans; legislation; information systems; regulations and loan policies. The methodological procedures adopted involve carrying out bibliographic research, to compose the theoretical foundation and a documental research and documental analysis, through which the survey and identification of descriptive information about the Archives of the Local Administration existing in the Directory of Municipal Archives of the Portuguese Association of Librarians, Archivists, Information and Documentation Professionals. The results indicate that of the 308 Portuguese municipalities, only 51 (17%) were registered in the respective Directory. We analyzed the descriptive information available from these 51 Archives regarding: historical data; archival and other holdings under custody; finding aids; services; regulations. As a conclusion, the fact that it will still be necessary to constitute and give visibility to these archives, given that there are few of them in the Directory, as well as to reinforce the role they play in the communities in which they belong.
