Nessa senda, os mesmos, irão encontrar obstáculos, limites, conflitos e incompatibilidades, de ordem nacional e europeia, tendo de se adequar às regras de um mercado globalizado. Com um estatuto autónomo, constitucionalmente reconhecido, os municípios têm ao seu dispor património e finanças próprias, que poderão gerir da forma mais conveniente, e que serão as competências-chave no seu desenvolvimento. Aliás, é precisamente no desenrolar das suas competências que procuraremos perceber até onde se estende o lastro da autonomia local e, subsequentemente, até onde é permitido a um município ir em matérias relacionadas com o desenvolvimento económico.Complementarmente às formas de financiamento que se conhecerá de forma cabal – capazes de serem a força motriz do impulso económico público – há que abordar outros mecanismos à disposição dos executivos municipais para incentivarem o investimento: os que aqui conheceremos como Mecanismos de Fixação de Investimento. Sempre de olhos postos no futuro, importará perceber a forma de enfrentar os novos desafios que se colocam no Século XXI, sejam eles relacionados com o Turismo ou com a Globalização e que obrigam os municípios a enfrentar novas realidades, abrindo horizontes para novas relações internacionais, a exemplo da União Europeia, como aquelas que surgem com a possibilidade de cooperação entre regiões transfronteiriças – redesenhando o papel geopolítico do interior de Portugal – no caso, as chamadas EuroRegiões. To pursue their goal, the local government have attributed sufficient principles, competences, and instruments to develop their territories and pursue what is their function – the satisfaction of the public interest. In fact, it is precisely during its competences that we will seek to understand how far the ballast of local autonomy extends and, subsequently, how far the local government is allowed to go in matters related to economic development.In addition to the forms of financing that will be fully known – capable of being the driving force of the public economic impulse – other mechanisms available to local executives to encourage investment must be addressed: those that we will know here as Investment Fixing Mechanisms.Always looking to the future, it will be important to understand how to face the new challenges that arise in the 21st century, whether they are related to Tourism or Globalization, forcing the local governments to face new realities and opening horizons for new international relations, following the example of the European Union, such as those that arise with the possibility of cooperation between cross-border regions – redesigning the geopolitical role of Portugal Countryside – in this case, the so-called EuroRegions.______To pursue their goal, the local government have attributed sufficient principles, competences, and instruments to develop their territories and pursue what is their function – the satisfaction of the public interest.
