Participação popular ambiental informada: o acordo de Escazú e a modelização 3D para a prospeção do futuro

Abstract

A presente dissertação propõe-se a investigar o projeto Helsinki 3D+ como instrumento de efetivação do Princípio Ambiental da Participação Popular Informada. Para isso, parte da discussão sobre a democracia participativa e os percalços deste modelo no Brasil. Em seguida faz-se conceituação de Participação Popular, sob o escopo da Sustentabilidade Ambiental e amplia-se a discussão ao nível internacional, através de um breve histórico da fundamentação jurídica internacional do Princípio da Participação Popular Informada. Ato contínuo o trabalho dedica-se a explanar a Convenção de Aarhus e detém-se ao estudo do Acordo de Escazú. Por fim, busca-se trazer o estudo de caso do projeto Helsinki 3D+ e responder se este reúne condições para dar aplicabilidade ao Acordo de Escazú e ao Princípio da Participação Popular Informada. This dissertation aims to investigate the Helsinki 3D+ project as an instrument for the implementation of the Environmental Principle of Informed Participation. To this end, it begins with a discussion of participatory democracy and the difficulties of this model in Brazil. Next, the conceptualization of Popular Participation is made, under the scope of Environmental Sustainability, and the discussion is expanded to the international level, through a brief history of the international legal foundation of the Principle of Informed Popular Participation.
