Abstract: As políticas sociais activas adoptadas em Portugal e na União Europeia para o combate à pobreza e exclusão social baseiam-se, fundamentalmente, na implementação de conceitos como a individualização, a contratualização e a negociação. As medidas assentes nestes princípios de cidadania social promovem a participação dos indivíduos no delinear de um programa que tem como objectivo a sua inserção social e profissional. Este processo para a inserção é uma tarefa complexa, que apela ao envolvimento de todos os intervenientes de modo a adequar as respostas às necessidades e características dos indivíduos e famílias. Um dos aspectos centrais deste processo é a componente de negociação, o qual reúne pessoas com objectivos, percursos profissionais e pessoais assim como ritmos diferentes e admite uma margem de manobra que tanto pode ser facilitadora como bloqueadora do processo de inserção. No sentido de contribuir para o aprofundar do conhecimento sobre o fulcral processo de negociação, foi desenvolvida uma investigação sobre a sua prática junto das famílias e técnicos de acompanhamento intervenientes neste processo. A presente dissertação descreve os resultados dessa investigação, a qual se centrou na aplicação da medida que mais tem generalizado o direito à inserção em contexto europeu – o Rendimento Social de Inserção (RSI). O estudo foi realizado no distrito de Viseu, tendo sido adoptada uma metodologia mista de modo a abarcar os vários aspectos envolvidos do processo. A recolha de dados incluiu a aplicação de inquéritos por questionário a Técnicos de Acompanhamento e entrevistas a indivíduos beneficiários de RSI, bem como ao Coordenador Distrital da Medida. Foi também aplicada a observação directa não participante, no momento de negociação, a quatro famílias beneficiárias de um concelho do distrito de Viseu, de forma a captar as particularidades que existem na interacção entre os intervenientes. O esforço exploratório feito no presente estudo permite compreender que a criação de uma relação de confiança entre os elementos intervenientes no processo de negociação, a elaboração de um diagnóstico profundo e devidamente participado, a negociação ao longo do acompanhamento assim como a promoção de espaços e tempos para a participação efectiva e corresponsabilização dos parceiros em cada uma das acções contratualizadas, é essencial para a efectiva implementação da negociação para a inserção. A prossecução deste tipo de estudos poderá contribuir decisivamente para melhorar os impactes da aplicação das medidas que visam a inserção.
The active social policies adopted in Portugal and in the European Union to tackle poverty and social exclusion are based, mainly, upon the implementation of concepts like the individualization, the contractualisation and the negotiation. The measures settled upon these principles of social citizenship promote the participation of the individuals in the outline of a program which aims at their social and professional insertion. This process towards insertion is a complex task, which appeals the engagement of all the intervenients so as to adequate the responses to the needs and characteristics of the individuals and the families. One of the crucial aspects of this process is the negotiation component, which gathers people with different objectives, professional and personal backgrounds and rhythms and allows a manoeuvre room that can either ease or block the insertion process. In order to contribute to improve the understanding on the crucial negotiation process, an investigation was carried out on its practice involving families and accompanying technicians intervening in the process. This thesis describes the results of that investigation, which focused on the application of the measure that has most extensively generalised the right to insertion in the European context – The Social Insertion Income (“Rendimento Social de Inserção- RSI”, in Portuguese). The research was carried out within the district of Viseu using a mixed methodology so that the different aspects involved in the process were covered. The data was gathered through the application of questionnaire surveys to the accompanying technicians and interviews to the individuals benefiting from the RSI measure and also to the district coordinator of the measure. Non-participant direct observations were also applied to the moment of negotiation concerning four beneficiary families from a council of the district of Viseu, in order to capture the specificities of the interaction between the intervenients. The exploratory effort performed in this research suggests that the build-up of a trustful relationship between the elements involved in the negotiation process, the elaboration of a profound and participated diagnosis, the negotiation during the accompanying period and the promotion of spaces and times for the effective participation and co-responsabilisation of the partners for each of the contractualised actions are essential for an effective implementation of negotiating for insertion. The pursuit of similar research works can decisively contribute to improve the impacts of the insertion measures.
