Independentemente da sua forma de apropriação e das condições políticas e institucionais onde são implementados, a sua praxis está orientada para a mudança e Justiça social.Com este trabalho de investigação pretende-se compreender o papel dos orçamentos participativos na capacitação territorial do Concelho de Bragança, através da análise das práticas de participação dos munícipes no processo de orçamento participativo, mas também de um grupo profissional específico: os Assistentes Sociais que desenvolvem a sua atividade profissional em Bragança. Por outro lado, deseja-se perceber se os Orçamentos Participativos poderão constituir-se como recursos no combate aos fenómenos de pobreza e exclusão social, e qual poderá ser a participação do Serviço Social nesta iniciativa de democratização local, de mudança de paradigma nas relações sociais e políticas.Considerando que, a participação envolve uma interação de múltiplos fatores que vão desde a construção do conhecimento (reflexividade), a capacidade de tomada de uma decisão consciente e informada, passando pela negociação e enfrentando conflitos, entende-se que não é possível participar se não existir um empoderamento nas várias dimensões do indivíduo, promovendo condições para o posicionar enquanto cidadão ativo que participa dos assuntos públicos que lhe dizem respeito, a si e à comunidade onde se integra. É através do desenvolvendo de uma visão coletiva, de solidariedade e de participação em novos processos de governação e decisão local que se garantem os direitos sociais, civis, culturais e políticos dos cidadãos, se alcança uma verdadeira democracia participativa e se capacitam territórios. Participatory budgeting emerged as an innovative tool for experimentation in territory governance and, consequently, as a new way of democratic experimentalism, which enabled the creation of discussion forums, the presentation of proposals and co-decision in the management of financial resources. Regardless of the manner by which they are appropriated and the political and institutional conditions in which they are implemented, their practice is oriented to change and social equity.With this research, I aim to examine the role of participatory budgeting in territory empowerment in the council of Bragança, by means of the analysis of citizens’ practices in the process of participatory budgeting, as well as regard it from the perspective of a specific social group: the social workers that carry out their professional activity in Bragança. On the other hand, I also intend to understand whether the participatory budgeting can come forward as a resource to fight against the phenomena of poverty and social exclusion and, at the same time, acknowledge the participation of social work in this initiative of local democratisation and of paradigm change in social and political relations.Considering that participation involves the interaction of multiple factors that range from the construction of knowledge (reflexivity) and conscious and informed decision-making skills to negotiation and the facing of conflicts, I conclude that it is not possible to participate if citizens are not empowered in various dimensions, and if the conditions to turn them into active citizens in the public affairs of their communities are not fulfilled. It is through the development of a collective approach that encompasses both a sense of solidarity and the participation in these new processes of local governance and decisions that guarantee the social, civil, cultural and political rights of citizens and ultimately we are able to achieve a truly participatory democracy where territories are empowered. |
