Recursos Geológicos como Fatores Críticos para a Decisão na Revisão do Plano Diretor Municipal de São Pedro do Sul

Abstract

A Avaliação Ambiental Estratégica ganha relevo em Portugal com a introdução do Decreto-Lei n.º 232/2007, de 15 de junho, com alterações introduzidas pelo Decreto-Lei n.º 58/2011, de 4 de maio, que estabelece a identificação, descrição e avaliação dos eventuais impactes significativos no ambiente, resultantes da preparação e elaboração de um plano ou programa e antes da sua aprovação, concretizada na elaboração de um Relatório Ambiental. A revisão do Plano Diretor Municipal de São Pedro do Sul, de acordo com o artigo 120º do Decreto-Lei n.º 80/2015, de 14 de maio, e da alínea a) do n.º 1 do Artigo 3.º do Decreto-Lei n.º 232/2007, de 15 de junho, encontra-se sujeito a Avaliação Ambiental Estratégica. A elaboração do Relatório Ambiental antecede a elaboração do Relatório de Fatores Críticos. Os Fatores Críticos para a Decisão representam um elemento fundamental no processo de Avaliação Ambiental Estratégica, onde se esclarece a estrutura, âmbito, e questões ambientais decisivas para a revisão do Plano Diretor Municipal. Com a realização de um estágio curricular na empresa Sinergia Ambiente Lda., foi possível participar na realização do Relatório de Fatores Críticos, com enfoque nas matérias relacionadas com os recursos geológicos. Estes são especialmente pertinentes neste município, tornando o processo de Avaliação Ambiental Estratégica mais fundamentado.A dissertação tem como objetivo central a contribuição para a identificação de Fatores Críticos para a Decisão, e respetivos Critérios de Avaliação e/ou Indicadores que incluam os recursos geológicos relevantes do território, contribuindo para a sua valorização e desenvolvimento territorial. Esse propósito foi alcançado através da pesquisa bibliográfica, caracterização biogeofísica do Município, análise do Relatório de Fatores Críticos para a Decisão e da aplicação da Q-Methodology. Estes contributos permitiram a integração e reformulação de critérios de análise, e novos indicadores capazes de integrar os recursos geológicos fundamentais na análise.

The Strategic Environmental Assessment has gained prominence in Portugal with the introduction of Decree-Law No. 232/2007, of 15th June, as amended by Decree-Law No. 58/2011, of 4th May, which establishes the identification, description and assessment of any significant environmental impacts that may occur resulting from the elaboration and preparation of a plan or program and prior to its approval, materialized in the elaboration of an Environmental Report. The revision of the Municipal Master Plan of São Pedro do Sul, in accordance with article 120 of Decree-Law no. 80/2015, of 14h May, and of paragraph a) of no. 1 of the Decree-Law No. 232/2007, of June 15th, bound to Strategic Environmental Assessment. The elaboration of the Environmental Report precedes the preparation of the Critical Factors Report. Critical Decision Factors are a key element in the Strategic Environmental Assessment process, which clarifies the structure, scope, and decisive environmental issues for the revision of the Municipal Master Plan.With the completion of a curricular internship at the company Sinergiae Ambiente Lda, it was possible to participate in the realization of the Critical Factors Report, focusing on matters related to geological resources. These are especially pertinent in this municipality, making the Strategic Environmental Assessment process more founded.This dissertation has as its main objective the contribution to the identification of Critical Factors for the Decision, and the respective Evaluation Criteria and / or Indicators that include the relevant geological resources, contributing to its valorization, recognition and territorial development. This purpose was achieved through bibliographic research, biogeophysical characterization of the Municipality, analysis of the Critical Factors Report for the Decision and the application of Q-Methodology. These contributions allowed the integration and reformulation of analysis criteria and new indicators capable of integrating the fundamental geological resources in the analysis.
