Piscina de Marés: Nova Zona Balnear da Vila da Preguiça

Abstract

De que modo uma nova zona balnear e o inerente turismo, podem ser motores de desenvolvimento sustentável na vila da Preguiça? A vila piscatória da Preguiça em Cabo Verde, destacou-se durante séculos pelas atividades marítimas, sendo que a pesca representa hoje a principal fonte de rendimento da comunidade. Contudo, apesar da sua importância, o porto da Preguiça caiu no esquecimento, resultando na decadência da economia local, na desatualização do porto e, por fim, na apropriação por parte da população de construções degradadas sem qualquer acesso a infraestruturas e condições de higiene básicas. Com o aumento da atividade portuária na praia, por falta de espaços alternativos, a poluição e insegurança foram magnificados, colocando em risco a atividade balnear da qual muitos ainda dependem. Por isso, como estabelecido no Plano de Desenvolvimento Integrado e de Salvaguarda [PDIS], o reforço da atividade portuária na praia a partir da construção do Novo Porto da Preguiça vai ser acompanhado pelo reforço da atividade balnear a partir da Piscina de Marés. Esta nova infraestrutura balnear que se afasta da praia, contempla: programas comerciais e de restauração que permitem tirar partido das restantes intervenções do PDIS; espaços contemplativos que se relacionam com a paisagem natural da ilha; espaços balneares que, completos com as infraestruturas necessárias, contribuem para o fácil e seguro usufruto do mar pelos locais e visitantes, bem como para melhorar a qualidade de vida em geral. A Piscina de Marés que proponho, conjuga-se com os restantes anteprojetos, pensados no âmbito do PDIS, para enriquecer e fortalecer a economia local, realçando a identidade da comunidade. Para tal defende-se o desenvolvimento turístico sustentável, no contexto da economia do mar da Preguiça, e um forte planeamento, permitindo capitalizar no potencial inexplorado como forma de reforçar, dinamizar, recuperar e reinventar a pequena vila piscatória.

How can a new bathing area, and the inherent tourism, be drivers of sustainable development in the village of Preguiça? The fishing village of Preguiça in Cape Verde has stood out for centuries for its maritime activities, and today fishing represents the community’s main source of income. However, despite its importance, the port of Preguiça has fallen into oblivion, resulting in the decay of the local economy, the outdating of the port and, finally, the appropriation by the population of degraded buildings without any access to infrastructure and basic hygiene conditions. With the increase in port activities on the beach, due to the lack of alternative spaces, pollution and insecurity were magnified, putting at risk the bathing activities on which many still depend. Therefore, as established in the Plano de Desenvolvimento Integrado e de Salvaguarda [PDIS], the strengthening of port activities on the beach from the construction of the New Port of Preguiça will be accompanied by the strengthening of bathing activities with the Tide Pool. This new bathing infrastructure that moves away from the beach, contemplates: commercial and catering programs, which rely on the remaining interventions of the PDIS; contemplative spaces that relate to the island’s natural landscape; beach spaces that, complete with the necessary infrastructure, contribute to the easy and safe enjoyment of the sea by locals and visitors, as well as to improve the quality of life in general. The Tide Pool that I propose, is combined with the other pre-projects, thought in the scope of PDIS, to enrich and strengthen the local economy, highlighting the identity of the community. To this end, sustainable tourism development is defended in the context of the sea economy of Preguiça, and strong planning, allowing to capitalize on untapped potential as a way to strengthen, energize, recover and reinvent the small fishing village.
