Rankings universitários internacionais e a gestão da qualidade no ensino superior

Abstract

Com o crescimento e a busca pela internacionalização, os rankings universitários têm ganhado cada vez mais importância quando se pretende avaliar a qualidade de uma Instituição de Ensino Superior (IES). Neste sentido, suscitam debates sobre sua capacidade de mensurar de fato, a qualidade de uma IES. No contexto contemporâneo, estas metodologias de avaliação têm influenciado significativamente as políticas universitárias e provocado na educação superior mundial, desejo incessante de estar cada vez mais próximo dos topos das listas. Um dos aspectos que refletem a importância deste estudo é a utilização de indicadores de avaliação que não representam minimamente os direcionamentos da European Foundation for Quality Management (EFQM). Diante desse cenário, o objetivo deste estudo é analisar os critérios dos três principais rankings universitários internacionais associando-os com o modelo da qualidade proposto pela EFQM. Na ausência de análises qualitativas e com indicadores que avaliam as IES de forma restrita, os rankings acabam não avaliando uma IES em sua totalidade. As metodologias dos rankings restringem ainda, as IES que apresentam crescimentos significativos em seu histórico, por não possuírem publicações em revistas ou prêmios específicos. Na fugaz caminhada por posições competitivas, a confiabilidade dos dados relatados é questionada. Seguindo em sentido contrário aos próprios objetivos e missões traçados, os rankings, não se aproximam da amplitude inerente ao conceito de qualidade na avaliação de uma IES.

With the growth and the search for internationalization, university rankings have gained increasing importance in the evaluation of the quality of a Higher Education Institution (IES). In this sense, arguments about their ability to actually measure the quality of an IES have been discussed. In the contemporary context of higher education, these evaluation methodologies have significantly influenced university policies and provoked a ceaseless desire to be on the top of their lists. One of the aspects that reflect the importance of this study is the use of evaluation indicators that do not represent the guidelines of the European Foundation for Quality Management (EFQM). In this scenario, the objective of this study is to analyze the criteria of the three main international university rankings by associating them with the quality model proposed by the EFQM. In the absence of qualitative analyzes and with indicators that evaluate IES in a restricted way, the rankings do not evaluate IES in their entirety. The methodologies of the rankings also restrict IES that present significant growth in their history, because they do not have publications in magazines or specific awards. In the walk through competitive positions, the reliability of the reported data is questioned. Assuming the complexity involved in the teaching and learning processes, do the criteria used by rankings for the evaluation of an IES have the necessary scope? Following in the opposite direction to the objectives and missions established, the rankings do not represent the whole range of the concept of quality in IES evaluation.
