The theme of this dissertation is related to the principle of autonomy of local authorities and the territory planning, exposing the challenges that are imposed at a local level. The territorial management system is marked by the multiplicity of instruments that help in the pursuit of public policies of territorial and urban planning. In that sense, local authorities have an increasingly important role in the territorial management system and it is important to state the responsibilities of local bodies (especially, civil parishes), subsequently establishing their influence in the territorial planning, through the municipal planning of the territory, holding a central role for the civil parishes and the “Municipal Master Plan”.The theme of this dissertation is related to the principle of autonomy of local authorities and the territory planning, exposing the challenges that are imposed at a local level.
