Políticas sociais e direitos humanos:Um estudo de caso sobre a efetivação dos Direitos Humanos em estruturas residenciais.

Abstract

A presente pesquisa tem por objetivo analisar e compreender de que forma os Direitos Humanos são garantidos à população idosa em três Estruturas Residenciais: Casa do Jardim Sénior em Coimbra Centro – Privada, Centro Social São João em São Martinho do Bispo – Privada e por fim na Associação Desportiva, Cultural e Recreativa de Antes no Concelho da Mealhada – IPSS. Para o efeito procedeu-se à revisão da literatura, assente em pesquisa bibliográfica e documental, sobre as politicas sociais e os direitos humanos e procedeu-se ao levantamento de dados junto das organizações referidas através de observação e entrevista. Nesta pesquisa foi possível perceber os desafios postos pelo Estado, tantos aos funcionários e colaboradores, quanto à família para a efetivação garantia dos Direitos Humanos a essa população que cresce cada vez mais em Portugal. Trata-se de um estudo qualitativo apontado pelo modelo sócio crítico, exploratório, que integra a análise das três estruturas residenciais acima referidas. Assim, como os profissionais que fazem parte deste meio, conseguem articular, colaborar e participar para que a população idosa possa aumentar sua autoconfiança, melhorar sua qualidade de vida, fortalecer os laços afetivos e comunitários e a participar nas decisões que vão interferir diretamente no seu bem-estar. Buscamos com esse estudo promover uma reflexão crítica sobre os direitos humanos e as políticas social, entendendo que o debate em torno dessa questão compõe os desafios contemporâneos no que se refere a luta pela defesa e promoção dos direitos humanos na sociedade capitalista.

The present research aims to analyze and understand how human rights are guaranteed to the elderly population in three Residential Structures: House of Jardim Jardim in Coimbra Centro - Privada, Social Center São João in São Martinho do Bispo - Private and finally in Previously, Sports, Cultural and Recreation Association in the Municipality of Mealhada - IPSS. For this purpose, a review of the literature based on bibliographic and documentary research on social policies and human rights was carried out, and data were collected from the referred organizations through observation and interview. In this research it was possible to perceive the challenges posed by the State, so many to the employees and collaborators, as well as the family for the guaranteeing fulfillment of Human Rights to this population that grows more and more in Portugal. It is a qualitative study pointed out by the socio-critical, exploratory model, which integrates the analysis of the three residential structures mentioned above. Thus, as the professionals who are part of this environment, they are able to articulate, collaborate and participate so that the elderly population can increase their self-confidence, improve their quality of life, strengthen affective and community bonds and participate in decisions that will interfere directly in their welfare. We seek with this study to promote a critical reflection on human rights and social policies, understanding that the debate on this issue composes the contemporary challenges in the struggle for the defense and promotion of human rights in capitalist society.
