Riscos Naturais e Tecnológicos no Municipio da Calheta, Madeira. Contributo para o planeamento de emergência e para o ordenamento do território.

Abstract

A dissertação centra-se na temática dos riscos naturais e tecnológicos, a uma escala municipal com contributo para o planeamento de emergência e ordenamento do território, na qual serão identificados os riscos presentes no município da Calheta, Madeira, os elementos sensíveis e estruturais, a vulnerabilidade social e a promoção da construção de resiliência municipal. Acontecimentos catastróficos foram registados na ilha desde o início da colonização, sendo a partir do século XIX que se encontram relatos com maior pormenor. Estes acontecimentos têm manifestações históricas na área em estudo, mantendo-se até aos dias de hoje, estando reportados danos materiais avultados e perdas e impactos humanos. Neste estudo será realizado um levantamento dos processos de perigo através da análise e construção de uma base de dados com o histórico de ocorrências entre 2008 e 2015 que possam ter causado danos materiais e humanos, proceder-se-á à classificação e avaliação do risco na área de estudo, pela aplicação da metodologia de matrizes de risco da Autoridade Nacional de Proteção Civil (ANPC) e Oregon Emergency Management (OEM). A aplicação destas matrizes permitirá hierarquizar os riscos presentes no território, através da avaliação dos impactos e da probabilidade de ocorrência. Serão igualmente identificados os elementos sensíveis ou vitais ao risco, que passará pelo levantamento e cartografia dos mesmos. Posteriormente, para a análise da vulnerabilidade social serão analisadas variáveis através da análise de componentes principais (ACP) que nos permitirá identificar as áreas concelhias mais vulneráveis.Com este estudo anseia-se poder contribuir para o ordenamento do território e para o planeamento de emergência, visto que se identificam os principais riscos com expressão na área de estudo, zonas mais vulneráveis, possibilitando a criação de medidas de prevenção e mitigação, promovendo a construção de políticas eficazes capazes de resposta de emergência e da resiliência individual e coletiva.

The dissertation focuses on the matter of natural and technological risks, at a municipal level with a contribution to emergency planning and spatial planning, in which the existing risks in the municipality are going to be identified, the sensitive and structural elements, social vulnerability and the promotion of municipal resilience building.Catastrophic events have been recorded on the island since the beginning of the colonization, and from the 19th century onwards, more detailed accounts have been found. These events also occurred frequently in the study area and continue to this day, causing substantial material damages and affecting the population. Thus, in this study, a survey of the hazard processes will be elaborated through the analysis and construction of a database with the history of occurrences between 2008 and 2015 Which may have caused material and human damages. The application of these matrix will allow to identify the existing risks in the territory and to rank those with greater impact and with greater probability of occurrence. The sensitive or vital elements that will be surveyed and mapped will be identified. Subsequently, for the analysis of social vulnerability, a set of variables will be analyzed through principal component analysis (PCA), which will allow us to observe the most vulnerable municipal areas.This study aims to contribute to spatial and emergency planning, since it identifies the main risks with expression in the study area, the areas most vulnerable to social vulnerability, making it possible to create prevention measures and mitigation, in order that conditions can be created for the construction of municipal resilience and effective policies capable of responding to an emergency situation.
