Uma Análise Económico-Financeira ao Impacto da Criação do Centro Hospitalar do Baixo Vouga

Abstract

In the scope of the Master's Degree in Management from the Faculty of Economics of the University of Coimbra, this Internship Report is made based on the investigation and knowledge acquired during the curricular internship. This internship took place in the Financial Services of Hospital Center of Baixo Vouga, E.P.E., that started on the 19th of february and finished on the 26th of june 2018.The present report focuses on the thematic of hospital fusions in hospital centers (“centros hospitalares”), in the specific case of Hospital Center of Baixo Vouga, and its main objective is to analyse the economic and financial performance of hospitals before and after the creation of the hospital center. The obtained results show that the creating of Hospital Center of Baixo Vouga, comparing the obtained values in 2010 and 2017, promoted both an increase of efficiency, according to the ratio Total Costs per Patient-Standard, and a decrease in costs. Regarding the other analysed themes, it was verified that Net Profits are constantly negative, but the debt to short-term suppliers, apart from fixed assets suppliers, is, in 2017, lower than the existing debt before the creating of the hospital center, even though the tendency in the last years is to increase this debt. Moreover, with the creating of Hospital Center of Baixo Vouga there has been a decrease on investment, which is still considerably lower than the values that existed prior to the hospital center. It was also verified that, with the creating of the hospital center, the Total Income decreased, even though the contribution of the State Budget to the hospital center income reached the maximum values in 2017, within the analysed period. Lastly, it was noted that there was an improvement in most of the financial indicators analysed with the creation of the hospital center.

No âmbito do Mestrado em Gestão da Faculdade de Economia da Universidade de Coimbra, é realizado este Relatório de Estágio que tem por base a investigação e o conhecimento adquirido durante o estágio curricular. Este estágio decorreu nos Serviços Financeiros do Centro Hospitalar do Baixo Vouga, E.P.E., com início a 19 de fevereiro e conclusão a 26 de junho de 2018.O presente relatório foca-se na temática da fusão de hospitais em centros hospitalares, no caso concreto do Centro Hospitalar do Baixo Vouga, e tem como objetivo a análise do desempenho económico-financeiro dos hospitais antes e depois da criação do centro hospitalar.Os resultados alcançados evidenciam que a criação do Centro Hospitalar do Baixo Vouga, com base numa análise comparativa entre 2010 e 2017, promoveu tanto um aumento da eficiência, segundo o rácio de Custos Totais por Doente-Padrão, como a diminuição dos custos.Relativamente aos outros temas analisados, verificou-se que os Resultados Líquidos são constantemente negativos, mas a dívida a fornecedores de curto prazo, com exceção dos fornecedores de imobilizado, é, em 2017, inferior à existente antes da criação do centro hospitalar, sendo que a tendência nos últimos anos é para aumentar esta dívida. Para além disso, com a criação do Centro Hospitalar do Baixo Vouga observou-se uma diminuição do investimento, que ainda é consideravelmente inferior aos valores que existiram no período prévio ao centro hospitalar. Também se verificou que, com a criação do centro hospitalar, os Proveitos Totais diminuíram, sendo que, por outro lado, a contribuição do Orçamento de Estado para os proveitos da empresa atingiram os valores máximo em 2017, dentro do período analisado. Por último, observou-se uma melhoria na maior parte dos indicadores financeiros analisados com a criação do centro hospitalar.
