Relação entre a regulação e a inovação farmacêutica

Abstract

O início do século XXI, ficou marcado por uma forte crise que assolou grande parte da Europa, e os países viram-se obrigados a estabelecer medidas para conter as despesas. Um dos sectores visados pelas medidas estabelecidas foi o sector da saúde, sendo que algumas dessas medidas visaram limitar o preço dos medicamentos.No entanto, a regulação de preços acaba por ter influência no trabalho que se desenvolve a nível de investigação, desenvolvimento e inovação uma vez que a redução de preços leva à diminuição do retorno da indústria farmacêutica, dinheiro esse que poderia ser gasto para produzir medicamentos inovadores, ainda para mais numa altura em que cada vez é mais difícil inovar, cada vez se trabalha com mais moléculas, com moléculas mais complexas,o que naturalmente faz com que inovar seja cada vez mais caro.Mas quais as implicações directas desta regulação no desenvolvimento de inovação? Quais as despesas da população com a saúde, em Portugal e nos EUA? Sendo que os EUA são um mercado tendencialmente desregulado, há assim tanta diferença no preço dos medicamentos na Europa e nos EUA? O que aconteceria à indústria farmacêutica se a regulação de preços que é estabelecida na Europa, fosse igualmente estabelecida nos EUA? Sem dúvida que há uma relação directa entre a regulação e a inovação no sector farmacêutico e é objectivo deste trabalho perceber como é que é feita a regulação, como tem sido o processo de inovação e qual a magnitude da relação entre a regulação e a inovação no sector farmacêutico.

The beginning of the twenty-first century was marked by a strong crisis that swept through much of Europe, and countries were obliged to establish measures to contain expenditure.One of the sectors targeted by the measures established was the health sector, and some of these measures aimed at limiting the price of drugs.However, price regulation has an influence on research, development and innovation,since the reduction of prices leads to a decrease in the return of the pharmaceutical industry, which could be spent to produce innovative drugs, even more at a time when it is increasingly difficult to innovate, is increasingly working with more molecules, with more complex molecules, which naturally makes innovation more and more expensive.But what are the direct implications of this regulation for the development of innovation? What are the expenses of the population with health, in Portugal and the United States? Given that the United States is a deregulated market, is there so much difference in the price of drugs in Europe and the United States? What would happen to the pharmaceutical industry if the price regulation that is established in Europe was also established in the United States? There is no doubt that there is a direct relationship between regulation and innovation in the pharmaceutical sector, and it is the objective of this paper to understand how regulation is done, how the innovation process has been and the magnitude of this relationship between regulation and innovation in pharmaceutical industry.
