Dinâmicas e desafios da Sociedade Civil Organizada no combate à violência doméstica contra a mulher: um estudo de caso da cidade do Recife

Abstract

A desigualdade de gênero está presente em diversas esferas, mas uma de suas facetas mais marcantes se reflete no dia-a-dia de muitas mulheres, na violência que acontece cotidianamente dentro de seus lares e perpetrada por pessoas de seu convívio e confiança. A violência doméstica atinge mulheres independentemente de sua classe social, etnia, escolaridade, cultura, identidade de gênero, embora em diferentes escalas, e se constitui em um problema mundial. O Brasil apresenta dados alarmantes nessa problemática e, apesar de ter uma legislação avançada – Lei n° 11.340/06, conhecida como Lei Maria da Penha – e de apresentar alguns progressos recentes, como a tipificação do feminicídio no Código Penal, ainda tem um longo caminho a percorrer na prevenção, assistência, proteção, promoção de direitos e recuperação das vítimas. O combate à violência doméstica exige esforços conjuntos e multidisciplinares, envolvendo Sociedade Civil, Mercado e Governo. O objetivo geral dessa dissertação é analisar as dinâmicas estabelecidas pela Sociedade Civil Organizada que atuam no combate à violência doméstica e suas contribuições para os processos de superação dessa violência na realidade brasileira, especificamente na cidade de Recife, Pernambuco. Como metodologia, foi escolhida a realização de entrevistas semiestruturadas com as organizações pertencentes à Rede de Enfrentamento à Violência Doméstica e Familiar Contra a Mulher da cidade do Recife, dando voz assim aos operadores sociais que atuam na prevenção e apoio às mulheres vítimas. Para embasar a parte empírica, foi feito um levantamento bibliográfico, incluindo também a identificação e evolução de políticas públicas na temática e dados estatísticos. Através dos dados recolhidos, foi possível perceber o posicionamento das organizações em relação à violência doméstica contra as mulheres, seus pensamentos sobre a legislação do setor e os motivos geradores dessa violência, suas convicções ideológicas e como essas posições influenciam as suas ações no terreno. Além disso, foi mapeado e analisado o relacionamento das ONG com as outras instituições da Rede, com as diversas esferas governamentais, suas percepções sobre a atuação do governo e os caminhos que enxergam para um combate mais efetivo do problema. A análise pautou-se por uma sociologia das ausências e emergências com a sinalização do que há de positivo e a identificação do que está em falta, tanto no terreno, como em termos políticos na rede de enfrentamento.

Gender inequality is present in several spheres, but one of its most striking facets is reflected in the daily lives of many women, in the violence happening within their homes and perpetrated by people of their trust and familiarity. Domestic violence affects women regardless of their social class, ethnicity, schooling, culture, gender identity, albeit at different scales. It is a worldwide problem and Brazil presents alarming data on this issue. It has an advanced legislation - Law No. 11,340 / 06, known as the Maria da Penha Law – which has presented some recent progress such as the definition of feminicide in the Penal Code. Despite that, there is still a great deal of prevention, care, protection, promotion of rights and recovery of victims. The fight against domestic violence requires joint and multidisciplinary efforts, involving the Organised Civil Society, Market and Government. The general objective of this dissertation is to analyze the existing dynamics established by the Organised Civil Society in the fight against domestic violence and their contributions to overcoming this violence in the Brazilian reality, specifically in the city of Recife, in the state of Pernambuco. The chosen methodology was to conduct semi-structured interviews with the organizations that belong to the Network to Combat Domestic and Family Violence Against Women in the city of Recife, thus giving voice to social workers who work in the prevention and support of female victims. The empirical evidence was based on a bibliographical survey, including the identification and evolution of public policies on the subject and statistical data. Through the data collected, it was possible to perceive: the positioning of organizations in relation to domestic violence against women; their thoughts on the legislation of the sector and the reasons for such violence; their ideological convictions and how these positions influence their actions. Additionally, the NGO relationship with other institutions from the Network and with the different governmental spheres was mapped and analyzed. Also, their perceptions about the government's actions and the paths they see towards a more effective combat of the problem. The analysis was based on sociology of absences and emergencies signaling what is positive and identifying what is lacking both on the fieldwork and, in political terms, in the coping network.
