O valor do edificado do núcleo urbano de Viseu. Pré-condição para a carta de impacto patrimonial Viseu.

Abstract

O tema da dissertação surge num momento em que a sociedade em geral se encontra “desperta” para as questões da reabilitação, em que o significado de reabilitação é utilizado de uma forma abusiva e indiscriminada, e a legislação que lhe é conexa assume maior expressão. Em certa medida, observa-se a desvalorização da temática, pela abordagem pouco profunda e descontextualizada da mesma. É logico que a reabilitação assume principal importância nos núcleos históricos, onde existe a predominância de edificações de características únicas e singulares, identitárias desse local. Por estas razões e pelo ímpeto pessoal de procurar um maior conhecimento dos núcleos históricos, da forma de neles intervir e do modo a identificar valores a salvaguardar, surgiu a possibilidade de desenvolver este trabalho, de análise e de criação de uma metodologia, com o propósito de salvaguarda os valores identitários de uma parcela do núcleo histórico. Neste contexto, pretende no âmbito desta dissertação assumir um compromisso de salvaguarda do legado de gerações passadas, um conhecimento transmitido de geração em geração, através da caracterização arquitetónica e material do edificado da Rua Direita do núcleo histórico da cidade de Viseu. O objetivo central da caracterização constrói-se em torno da ideia de reproduzir um conhecimento disciplinado e sistemático do edificado capaz de constituir um instrumento de referência para quem trabalha ou intervém neste núcleo urbano.Sobre a recolha de dados exaustiva do edificado é aplicada uma metodologia de análise e verificação de resultados, a partir da qual se elabora uma leitura interpretativa de modo a identificar os valores a preservar neste espaço público linear – Rua Direita. Das leituras interpretativas dos resultados evidenciam-se valores a preservar que devem ser ponderados em conjunto e no contexto em que se inserem, não bastando serem denominadores comuns, ou seja, elementos predominantes, transversais a todo o objeto de análise. Objetivamente os elementos que são transversais a todo o objeto de estudo constituem valor de referência do edificado, mas a pontualidade de outros também pode ambicionar o reconhecimento de valor. Constata-se que as singularidades são também focos importantes, potenciais valores, na medida em que constituem características intrínsecas de um edifício que está integrado num conjunto edificado e que por sua vez incorpora um núcleo urbano, devendo os valores emergentes de características singulares serem aduzidos ao edifício bem como também ao todo a que pertencem.

The topic of the dissertation comes at a time when society in general is "aware" of the issues of rehabilitation, in which the concept is used in an abusive and indiscriminate way, and the legislation that connects it takes on greater expression. To a certain extent, we can observe the devaluation of the thematic by the shallow and decontextualized approach to it. It is logical that rehabilitation takes on a major importance in historical centers, where buildings with unique characteristics are predominant and contribute to the identity of those places. For these reasons and the personal impetus to seek a greater knowledge of the historical centers and the way in which they are intervened, in order to identify values to safeguard, the possibility arose of developing this work, analysing and creating a methodology, with the purpose of safeguarding the identity values of an historical center, or a part thereof. This dissertation assumes a commitment to safeguard the legacy of past generations, a knowledge transmitted from generation to generation, through the architectural and material characterization of the Rua Direita buildings in the historical centre of the city of Viseu. The main objective of the characterization is the idea of reproducing a disciplined and systematic knowledge of the buildings capable of being a reference tool for those who work or intervene in this urban center. On the exhaustive data collected on building one was applied a methodology of analysis and verification of results from which an interpretative reading is elaborated in order to identify the values to be preserved in this public space linear - Rua Direita. From the interpretative readings of the results clear that there are values to be preserved, that must be weighed together and in the context in which they are inserted, rather than just being common denominators, i.e., predominant elements, transversal to the whole object of analysis. Objectively, the elements that are transversal to the whole object of study constitute a reference value of the building, but the occasional occurrence of others can also aspire to the recognition of value. It is observed that singularities are also important focus as potential values since they are intrinsic characteristics of a building that is further integrated in a built complex and that in turn incorporates an urban nucleus. As such, the emergent values of singular characteristics must be adduced to the building, as well as to the whole to which they belong.
