"Crianças e Jovens em Perigo: um olhar a partir da CPCJ de Coimbra"

Abstract

“A proteção de crianças e jovens em risco nas sociedades modernas é um dever do Estado democrático, que representa cidadãos, e uma sequência lógica da definição da criança como sujeito de direitos. (…) Assim, se família e sociedade representam dois braços que sustentam a educação das crianças, um desses braços tem de ser mais forte sempre que o outro revela falhas, debilidades ou inconstâncias, como acontece com as crianças e jovens em risco.” (Torres, et al. 2008, 7)O presente relatório pretende abordar uma realidade distante para a maioria das pessoas, mas próxima para outras. A funcionalidade familiar, que é algo que damos por adquirido é confrontada com problemas de diferente natureza, o que exige respostas institucionais. As crianças e jovens que chegam à CPCJ de Coimbra revelam esse quadro de disfuncionalidade, evidenciado a perpetuação dos maus-tratos. As respostas institucionais, confrontadas com a necessidade de reabertura de casos/processos, são colocadas perante as suas próprias limitações, relevando a complexidade dos problemas que enfrentam.As fragilidades de algumas estruturas familiares leva a que crianças e jovens estejam sujeitos a maus-tratos. Atualmente, a consciência que se tem dos maus tratos a crianças e jovens, devido a uma forte mediatização e à ocorrência de casos, é abrangente. Por outro lado, conhecemos menos o lado institucional de quem lida profissionalmente com esta realidade, designadamente o trabalho de uma técnica da CPCJ.O trabalho desenvolvido pelas técnicas das CPCJ’S é fundamental para garantir o bem-estar e segurança das crianças e jovens que, devido à sua vulnerabilidade, estão sujeitas aos maus tratos e que consequentemente são sinalizadas às comissões.O presente trabalho está ancorado em duas dimensões. Por um lado, aborda a realidade das crianças e jovens expostas a riscos diversos. Por outro lado, retrata parte do contexto profissional e processual de quem trabalha numa CPCJ.

" (Torres, et al., 2008, 7)This report aims to address a reality that is distant for most people, but close to others. Family functionality, which is something we take for granted, is confronted with problems of a different nature, which requires institutional responses. The children and young people who arrive at the CPCJ of Coimbra reveal this picture of dysfunctionality, evidenced by the perpetuation of the mistreatment. Institutional responses, faced with the need to reopen cases / processes, are faced with their own limitations, underscoring the complexity of the problems they face.The weaknesses of some family structures implies that children and young people are subject to several kinds of ill-treatment.Currently, there is widespread awareness of ill-treatment of children and young people due to the strong media presence and to the occurrence of incidents. On the other hand, we know fewer about the institutional side of those who deal professionally in a daily basis with this reality, namely the work of CPCJ technicians.The work developed by the CPCJ'S technicians is fundamental to guarantee the well-being and safety of children and young people who, due to their vulnerability, are subject to mistreatment and are therefore flagged to CPCJ.The present work is anchored in two dimensions. On the one hand, it addresses the reality of children and young people exposed to diverse risks. On the other hand, it portrays part of the professional and procedural context of those who work in a CPCJ.
