Abstract: As políticas sociais de habitação têm sofrido grandes alterações ao longo da história da habitação de interesse social procurando responder às necessidades da população carenciada. Têm-se perspetivando de diferente modo na cidade, marcando momentos de essencial relevância que terão contribuído para a atual situação da habitação de interesse social.O objetivo desta Dissertação de Mestrado é identificar as principais políticas sociais de habitação implementadas no município do Porto, desde o início da história da habitação de interesse social até à atualidade, e perceber o impacto que tiveram na cidade ao longo dos anos e o modo como se refletem na contemporaneidade.O bairro de S. João de Deus e o bairro do Aleixo são apresentados neste trabalho enquanto exemplos práticos da implementação das políticas sociais de habitação no município do Porto. O bairro de S. João de Deus, um dos primeiros bairros a ser construído no município, é analisado enquanto exemplo da implementação de várias políticas sociais de habitação desde 1940 até à atualidade. O bairro do Aleixo é analisado enquanto exemplo da recente implementação de políticas sociais de habitação que colocaram o seu futuro em questão. Com a análise destas duas experiências no município do Porto procura-se refletir sobre as soluções que se encontravam para a resolução das problemáticas da habitação de interesse social ao longo da sua história, e em especial na atualidade, e o modo como essas soluções se perspetivam na contemporaneidade.
The social housing policies have experienced many changes throughout the history of social housing while trying to fill the needs of the population with smaller financial resources. These have been noticed in many ways in the city, marking essential moments that have contributed for the current situation of social housing in Portugal.The purpose of this Master Dissertation is to identify the main social housing policies implemented in the municipality of Porto, since the beginning of the history of social housing until the present time, and realize the impact in the city over the years and the way they are present in contemporary times.The neighborhood of S. João de Deus and the neighborhood of Aleixo are presented in this work as practical examples of the implementation of social housing policies in the municipality of Porto. The neighborhood of S. João de Deus, one of the first neighborhoods built in the municipality, is analysed as an example of the implementation of many social housing policies from 1940 to the present day. The neighborhood of Aleixo is analysed as an example of the recent implementation of social housing policies that put its future in an uncertain position. With the analysis of these two experiences in the municipality of Porto we try to reflect about the solutions found by the municipality for the resolution of problems of social housing throughout their history and in the current time, and how these solutions are being reflected in contemporary times.
