Mindelo: Turismo Sustentável como Instrumento de Desenvolvimento

Abstract

This dissertation is an exploratory work on tourism and the architectural and cultural heritage of the city of Mindelo, on the island of Sao Vicente in Cape Verde. Beach tourism is assumed, not only in São Vicente, but throughout the archipelago, as a strategic and priority sector as a development factor and, with this, the tourism industry in Cabo-Verdiana is expanding, the use of this activity as a catalyst for the local variety and cultural richness, since Mindelo is considered the "mecca" of Cape Verdean culture. With the research that is presented on the city of Mindelo, tourism is defended as a an activity capable of promoting and preserving the Mindelence culture, configuring it in a combination directed to the segment called "Cultural Tourism", which materializes when the tourist is motivated to move, with the purpose of experiencing aspects and situations that may be considered cultural potential, since there is an undeniable potential of the city for this segment, which is not exploited in its magnitude due to the lack of plans and re As a case study, it was intended to be based on the national context Cabo-Verdiano, primarily for being my homeland and, secondly, because it is characterized by its variety of tourist choice, being seen as a great medium where we can have good examples, such as cultural tourism (island of Santiago-Old Town), and balanced leisure, and bad examples, as is the case of the practice of mono-functional tourism (island of Sal), which, unfortunately, is increasingly gaining prominence in the archipelago. In summary, the proposal is stimulated and reflected not only on tourism practiced on the island, but also throughout the archipelago. It is also a question of not taking advantage of the existing surcharges on the island to carry out a sustainable tourism practice, which can be an alternative means of development, since it is a space with enormous potential, a vision that departs from the sea front, using the public space requalified as the computer element, and that bets in the consolidation of the current polarities and in the reactivation of the urban life, taking advantage of the excellent natural and landscape conditions of this place, in order to promote and to value the variety and cultural wealth Mindelense, proposing an alternative to the the practice of mono- functional tourism of "Sun and Beach" that, more and more, reigns, not only in Mindelo, but throughout the archipelago.

Esta dissertação é um trabalho exploratório sobre o turismo e o património arquitetónico e cultural da cidade de Mindelo, na ilha de São Vicente, em Cabo Verde. O turismo de praia é assumido, não só em São Vicente, mas em todo o arquipélago, como um setor estratégico e prioritário enquanto fator de desenvolvimento e, com isso, encontrando-se a indústria turística Cabo-Verdiana em franca expansão nesse sentido pretende-se tirar partido desta atividade como elemento catalisador da variedade e riqueza cultural local, visto que, Mindelo é considerado a “meca” da cultura Cabo-Verdiana.Com a investigação que se apresenta sobre a cidade de Mindelo, defende-se o turismo como uma atividade capaz de promover e preservar a cultura Mindelence, configurando-o numa combinação direcionada para o segmento denominado “Turismo Cultural”, que se materializa quando o turista é motivado a deslocar-se, com a finalidade de vivenciar aspetos e situações que podem ser considerados tipicamente culturais, visto que há um inegável potencial da cidade para esse segmento, que não é aproveitado na sua magnitude devido à falta de planos e de reflexão sobre os meios de desenvolvimento.Como casos de estudo, pretendeu-se ficar pelo contexto nacional Cabo-Verdiano, primeiramente por ser a minha pátria e, em segundo lugar, porque é caraterizado pela sua variedade de escolha turística, sendo visto como grande meio de desenvolvimento do país, onde podemos ter bons exemplos, como o turismo cultural (ilha de Santiago-Cidade Velha), e de lazer equilibrado, e maus exemplos, como é o caso da prática de turismo mono-funcional (ilha de Sal), que, infelizmente, está cada vez mais a ganhar relevo no arquipélago.Em forma de resumo, a proposta passa pelo estimulo e reflexão não só sobre um turismo praticado na ilha, mas também em todo o arquipélago. E ainda sobre o não aproveitamento das mais-valias existentes na ilha para a realização de uma prática de turismo sustentável, que pode ser um meio de desenvolvimento alternativo, visto ser um espaço com enorme potencial, uma visão que parte da frente marítima, utilizando o espaço público requalificado como o elemento ordenador, e que aposta na consolidação das atuais polaridades e na reativação da vida urbana, aproveitando as excelentes condições naturais e paisagísticas deste local, de forma a promover e valorizar a variedade e riqueza cultural Mindelense, propondo uma alternativa à prática do turismo mono- funcional de “Sol e Praia” que, cada vez mais, impera, não só no Mindelo, mas em todo o arquipélago.
