Seia, onde tudo parece nada ... : o turismo como factor de desenvolvimento económico

Abstract

O Turismo tem-se transformado, neste final de século, numa das actividades económicas mais pujantes da nossa época. Estendeu-se a todos os cantos do mundo. Contribui para a criação de riqueza e melhoria do bem-estar dos cidadãos. Também em Portugal o sector conheceu um forte crescimento nas duas últimas décadas e a produção a ele associada coloca-o entre os mais importantes sectores da economia. O Turismo continua a não merecer dos poderes políticos a atenção e os cuidados que a sua importância e a sua dimensão exigem. Não é de estranhar, por isso, a luta pelo reconhecimento político do sector. O sucesso do Turismo garante-se através da atribuição de uma dimensão turística aos transportes, ao desenvolvimento regional, às infra-estruturas, ao ambiente e à cultura. Sem a criação de uma consciência colectiva assente no conhecimento aprofundado e com bases científicas, favorável ao Turismo, este terá sempre sérias dificuldades em se impor como actividade de corpo inteiro. Nos últimos dez anos alteraram-se as concepções de desenvolvimento turístico que passaram a ter como referência e valores fundamentais a sustentabilidade, a qualidade, a diferenciação e a diversificação. Assistiu-se à emergência de novos destinos, introduziram-se novas condições de concorrência, criaram-se novas modalidades de oferta, assistiu-se a um amplo movimento de reorganização empresarial, surgiram novas formas de exploração do transporte aéreo (baixo – custo) e os consumidores passaram a dispor de mais e melhor informação. De acordo com estes parâmetros pretendo analisar a evolução do Turismo, com especial incidência no Turismo de Portugal. A Serra da Estrela e o Concelho de Seia vão ser o meu estudo de caso

Tourism has been transforming itself, in this end of century, at one of the most strong economic activities of our times. It extended to all of the corners in the world. It contributed to the creation of richness and better well-being of the citizens. Also in Portugal the sector knew a strong growth in the last two decades and the production associated to it, put it between the most important sectors of economy. The Tourism continues not having, from politic powers, the attention and cares that its importance and dimension demands. It is not strange, for that, the fight for recognition of the sector by politics. The success of Tourism guarantee itself through the attribution of a turistic dimension to the transports, to regional development, to the substructures, to the environment and to the culture. Without the creation of a group conscience supported by the deep knowledge and scientific bases, in tourism favour, this will have always serious difficulties at impose itself as a full body activity. In the last ten years the conceptions of turistic development have been changed that passed to have as reference and fundamental values the sustainability, the quality, the differentiation and diversification. We assisted to the emergence of new destinies, it were introduced new conditions of competition, it were created new offer modalities, we assisted to a big movement of business reorganization, new ways of exploration of aerial transport arose (low-cost) and the consumers had been having more and better information. Accordingly with these parameters I want to analise the evolution of Tourism, with special incidence in the Tourism of Portugal. Serra da Estrela and Seia council will be my case study.
