As Tecnologias Sociais e Digitais na construção de espaços de Emancipação: Contextos dos Orçamentos Participativos em Porto Alegre no Brasil e Lisboa, Portugal

Abstract

Instrumentos tecnológicos são reflexos e espelhos da sociedade que os criam, desenvolvem e utilizam, pois “não é possível pensar em tecnologia sem pensar na sociedade em que está inserida ou tecnologia social sem pensar em projeto de sociedade” (Benini et al., 2011:112) e muito menos, pensar tecnologia social sem participação. Não vincular as tecnologias como tecnologia social às questões políticas, sociais e humanas é, além de tudo, retirar a possibilidade de autonomia e emancipação através desses instrumentos pelos cidadãos. O objetivo desta tese foi compreender em que medida o processo do Orçamento Participativo pode configurar-se como Tecnologia Social e de que elementos das Tecnologias Sociais esses processos e as Tecnologias Digitais empregadas necessitam para contribuir com a emancipação dos sujeitos nesses cenários. A proposta foi analisar como se desenvolvem as metodologias e práticas democráticas através das Tecnologias Sociais e Digitais de Informação e Comunicação, em contextos e processos de participação, especificamente o Orçamento Participativo. Outra proposta foi verificar como as tecnologias podem contribuir, ou não, para que alcancem fins emancipatórios. Nesta pesquisa, o olhar foi para os processos de Orçamento Participativo, escolhidos e analisados como tecnologia e metodologia de participação, em duas realidades sociais e políticas diferentes como Porto Alegre, no Brasil, e Lisboa, Portugal, realizando um diálogo e reflexão entre as ciências sociais e as tecnologias da informação. Entre os elementos que ficaram claros e conclusivos encontra-se que as características das Tecnologias Sociais definidas e utilizadas para Processos Participativos com deliberação de todos os participantes, como o Orçamento Participativo, fomentam e potencializam a emancipação dos sujeitos e dos coletivos. E quando as mesmas características são utilizadas nas Tecnologias Digitais de Informação e Comunicação, estas se tornam fomentadoras da democracia. Technological instruments are reflections and mirrors of the society that creates, develops and uses them, because “it is not possible to think about technology without thinking about the society in which it is inserted or social technology without thinking about a society project” (Benini et al., 2011: 112), much less think social technology without participation. Failing to link technologies such as social technology to political, social and human issues is, above all, to remove the possibility of autonomy and emancipation through these tools by citizens. The objective of this thesis was to understand to what extent the Participatory Budgeting process can be configured as Social Technology and what elements of Social Technologies these processes and the Digital Technologies employed need to contribute to the emancipation of the subjects in these scenarios. The proposal was to analyze how democratic methodologies and practices are developed through Social and Digital Technologies of Information and Communication, in contexts and processes of participation, specifically the Participatory Budget. Another proposal was to see how technologies can contribute or not to achieve emancipatory ends. In this research, the focus was on Participatory Budgeting processes, chosen and analyzed as technology and methodology of participation, in two different social and political realities such as Porto Alegre, in Brazil, and Lisbon, Portugal, conducting a dialogue and reflection between the social sciences and information technologies. One of the elements that became clear and conclusive was that the characteristics of Social Technologies defined and used for Participatory Processes with deliberation by all the participants, such as Participatory Budgeting, foster and enhance the emancipation of subjects and collectives.
