Os diálogos para a Paz e Segurança: uma perspetiva das relações União Europeia, África e PALOP

Abstract

Nas últimas décadas as questões de segurança e da paz dos Estados e/ou de organizações regionais como blocos tendencialmente homogêneos tem trazido à tona debates sobre temas relacionados com a interdependência nas relações internacionais que nem sempre geram equidade e equilíbrio. Este tem sido também o caso das relações entre a União Europeia (UE) e a África. Este artigo pretende analisar a evolução do diálogo UE – África e com os Países Africanos de Língua Oficial Portuguesa (PALOP) em matéria de paz e segurança. Outrossim, escalpelizar as implicações destas relações numa altura em que se assiste a uma competição pela África e à emergência de um mundo multipolar.

In the last decades, the issues of security and peace of the States and / or regional organi- zations as blocs that tend to be homogeneous have brought up debates on issues related to interde- pendence in international relations that do not always generate equity and balance. This has also been the case of the relationships between the European Union (EU) and Africa. This article aims to analyze the evolution of the EU-Africa dialogue and with the African Portuguese Speaking Countries (PALOP) in matters of security and peace. Furthermore, to scalpel the implications of these relationships at a time we are witnessing a competition for Africa and to the emergence of a multipolar world.
