A mobilização da (geo)política identitária na (re)construção do espaço europeu: uma análise discursiva da guerra na Ucrânia

Abstract

A invasão russa na Ucrânia em 2022 constituiu um momento disruptivo para as Relações Internacionais como um todo e em particular na relação da União Europeia (UE) com a Ucrânia e a Rússia, uma vez que alterou as dinâmicas de poder exercidas no território ucraniano. Foi gerada uma forte resposta internacional por parte de vários atores relevantes, incluindo da UE, nomeadamente a nível da condenação expressa ao regime russo e apoio militar, económico e político à Ucrânia. A presente dissertação analisa as condições discursivas que tornaram possíveis a tomada de posição da UE, orientando o foco para as representações do conflito. É através do corpo de conhecimento pós-estruturalista que a análise é realizada, mobilizando a componente linguística da teoria discursiva de Laclau e Mouffe e também a componente visual da teorização de Roland Bleiker. Um duplo fenómeno identitário é identificado, nomeadamente a absorção da Ucrânia no espaço europeu e a exclusão da Rússia como ameaçadora da paz que é característica desse espaço. O apoio à Ucrânia é consumado através da mobilização do sentimento de solidariedade perante os refugiados ucranianos, representados como “europeus” a necessitar de serem apoiados. Constata-se que as representações deste conflito, não sendo naturais nem objetivas, são antes um processo onde o poder e as identidades são disputadas e alteradas - e é isso que se verifica quando se analisa a evolução das representações desde a crise da Crimeia de 2014, outro momento importante para o fenómeno discutido.

The Russian invasion of Ukraine in 2022 was a disruptive moment for International Relations as a whole and, in particular, for the relationship between the European Union (EU) and Ukraine and Russia, as it altered the dynamics of power exercised on Ukrainian territory. A strong international response has been prompted by myriad relevant actors, including the EU, both by condemning the Russian regime and by providing military, economic and political support to Ukraine. This thesis analyses the discursive conditions that made the EU’s position possible, focusing on the representations of the conflict. The analysis is done through a post-structuralist body of knowledge, leveraging the linguistic component of Laclau and Mouffe’s discourse theory and also the visual component of Roland Bleiker’s theorization. A double identity phenomenon is identified, namely the absorption of Ukraine in the European space and the exclusion of Russia for threatening the peace that is characteristic of that same space. Support for Ukraine is achieved by mobilising a sense of solidarity with the Ukrainian refugees, who are seen as worthy of support and depicted as “european”. It appears that the representations of this conflict, not being natural or objective, are rather a process where power and identities are disputed and changed - and this is particularly observed when analysing the evolution of representations since the Crimean crisis of 2014, another important moment within the discussed phenomenon.
