REABILITAÇÃO URBANA NAS PERIFERIAS DE COIMBRA: PEDRULHA E CERNACHE

Abstract

Esta tese de Mestrado centra-se no tema das políticas de reabilitação urbana nas áreas periféricas. De um modo geral, e com poucas exceções, é no centro das cidades que se encontra a maior parte das infraestruturas urbanas, serviços públicos e, principalmente, uma maior acessibilidade aos sistemas de transporte público. Por si só, isso é um bom motivo para que uma cidade se esforce em manter a qualidade e a vitalidade de suas áreas centrais. Contudo, isso também pode significar que as políticas públicas estão voltadas para as áreas centrais, deixando de lado as áreas periféricas. Assim, considera-se como de essencial importância analisar como as áreas periféricas são consideradas nas políticas urbanas de nível local, sobretudo nas estratégias de reabilitação urbana. Para isso, seleccionaram-se dois casos de estudo, as duas primeiras Áreas de Reabilitação Urbana a serem delimitadas fora da área central de Coimbra. A Área de Reabilitação Urbana Área Empresarial da Pedrulha e A Área Empresarial de Cernache, duas áreas periurbanas industriais. Esta dissertação apresenta uma análise crítica destas duas ARUs e da política de reabilitação urbana adotada para as áreas periféricas de Coimbra, nomeadamente da Pedrulha e de Cernache. Esta tese está dividida em quatro capítulos os dois primeiro são de pesquisa teórica sobre o tema proposto. O terceiro capítulo diz respeito á análise urbana a fim de estabelecer e de caracterizar uma através de aspectos demográficos, físico-territoriais, legais, sociais e econômicos um cenário da realidade existente das áreas periféricas da Pedrulha e de Cernache e suas ARUs e o quarto e último capítulo apresenta as conclusões e um conjunto de recomendações decorrentes das análises realizadas anteriormente.

This Master's thesis focuses on the theme of urban rehabilitation policies in peripheral areas. In general, and with few exceptions, it is in the center of cities that most of the urban infrastructure, public services and, above all, greater accessibility to public transport systems are found. That in itself is good reason for a city to strive to maintain the quality and vitality of its downtown areas. However, this can also mean that public policies are focused on central areas, leaving peripheral areas aside. Thus, it is considered essential to analyze how peripheral areas are considered in urban policies at the local level, especially in urban rehabilitation strategies. For this, two case studies were selected, the first two Urban Rehabilitation Areas to be delimited outside the central area of Coimbra. The Urban Rehabilitation Area Business Area of Pedrulha and The Business Area of Cernache, two peri-urban industrial areas. This dissertation presents a critical analysis of these two ARUs and the urban rehabilitation policy adopted for the peripheral areas of Coimbra, namely Pedrulha and Cernache. This thesis is divided into four chapters, the first two of which are theoretical research on the proposed topic. The third chapter concerns the urban analysis in order to establish and characterize, through demographic, physical-territorial, legal, social and economic aspects, a scenario of the existing reality of the peripheral areas of Pedrulha and Cernache and their ARUs and the fourth and the last chapter presents the conclusions and a set of recommendations arising from the analyzes carried out previously.
