Avaliação do Desempenho de Instituições sem fins lucrativos. Um contributo para um modelo de avaliação d’A Previdência Portuguesa

Abstract

O presente relatório foi realizado no âmbito do curso de Mestrado em Gestão proporcionado pela Faculdade de Economia da Universidade de Coimbra. O conteúdo do mesmo reflete a realização de um estágio curricular, na área financeira, de cerca de 700 horas (início a 1 de fevereiro de 2023 – fim a 14 de junho de 2023) n’A Previdência Portuguesa – Associação Mutualista (APP).As tarefas efetuadas durante o estágio envolveram inúmeras análises ao ambiente interno e externo da associação, nomeadamente análises económico-financeiras, macroeconómicas, de concorrência, entre outras. Outra componente que caracterizou o meu estágio foi a elaboração de planos de negócio.A APP insere-se no setor da Economia Social, este tem cada vez mais, adquirido notoriedade e em consequência alvo de estudos e investigações. O surgimento deste termo foi alvo de inúmeros estudos e, mais recentemente, a evolução do setor e das suas organizações têm suscitado interesse por parte de diversos autores.Uma das principais questões que surge nesta área é a avaliação do desempenho das instituições sem fins lucrativos (ISFL) que existem dentro deste setor. Sabendo que o objetivo destas é de natureza social e não financeira muitos dos métodos tradicionais não são adequados, pois os mesmos visam avaliar se a organização está a maximizar o seu lucro.Muitos autores propõem modelos de avaliação que combinam indicadores financeiros, para perceber se a instituição tem meios para cumprir o seu objetivo, com indicadores de outras dimensões, nomeadamente, social devido aos objetivos e missões deste tipo de organizações.Sendo assim, complementarmente à descrição das tarefas realizadas durante o estágio, o presente relatório contém uma revisão de literatura incidente na avaliação do desempenho de instituições sem fins lucrativos e aplicação da mesma à APP. O tema de investigação surgiu devido ao departamento em que o estágio foi efetuado (Financeiro) e aos trabalhos efetuados nesse âmbito.

This report was carried out within the extent of the Master's course in Management provided by the Faculty of Economics of the University of Coimbra. The content of the same reflects the realization of a curricular internship, in the financial area, of about 700 hours (beginning on February 1, 2023 – end on June 14, 2023) in A Previdência Portuguesa – Associação Mutualista (APP).The tasks carried out during the internship involved numerous analyses of the internal and external environment of the association, namely economic-financial, macroeconomic, competition analyses, among others. Another component that characterized my internship was the elaboration of business plans.The APP is inserted in the Social Economy sector, this has increasingly acquired notoriety and consequently the target of studies and investigations. The emergence of this term has been the subject of numerous studies and, more recently, the evolution of the sector and its organizations have aroused interest from several authors.One of the main issues that arises in this area is the evaluation of the performance of non-profit institutions that exist within this sector. Knowing that the purpose of these is social and not financial nature many of the traditional methods are not adequate, as they aim to assess whether the organization is maximizing its profit.Many authors propose evaluation models that combine financial indicators, to understand if the institution has the means to fulfill its objective, with indicators of other dimensions, namely, social due to the objectives and missions of this type of organizations.Thus, in addition to the description of the tasks performed during the internship, this report contains a literature review incident to the evaluation of the performance of non-profit institutions and its application to the APP. The research topic emerged due to the department in which the internship was carried out (Financial) and the work carried out in this area.
