Formação de Adultos: Investir no Presente e no Futuro

Abstract

Este relatório foi realizado no âmbito do estágio curricular do ciclo de estudos conducentes ao grau de mestre em Ciências da Educação pela Faculdade de Psicologia e de Ciências da Educação da Universidade de Coimbra, tendo como entidade escolhida o Grupo CH. O estágio realizou-se no projeto FORMAR MAIS, da CH Business Consulting, onde foram desenvolvidas tarefas no âmbito da organização e gestão pedagógica de dois projetos específicos de Formação Modular Certificada (FMC), financiados pelo programa Portugal 2020.A evolução das políticas públicas de educação e formação de adultos em Portugal nas últimas décadas tem sido caracterizada por uma certa descontinuidade, continuando a ser um campo com vários desafios a enfrentar no futuro. A educação e formação de adultos em Portugal apresenta fundamentalmente uma lógica de gestão de recursos humanos, estando muito orientada para o mercado de trabalho, para o crescimento económico, o aumento da produtividade e da competitividade.Atualmente, no campo da educação e formação de adultos continua a ser necessário uma mobilização contínua para fomentar um maior envolvimento dos adultos, sobretudo os menos qualificados, sendo importante promover a ligação entre os Centros Qualifica e os cidadãos. Outro dos grandes desafios consiste no reconhecimento das aprendizagens obtidas em contextos não formais e informais. Para tal, é relevante a articulação entre os stakeholders com os Centros Qualifica, em prol de um melhor desenvolvimento a nível local.

The following report intends to denote the completion of the Master's degree in Educational Sciences at the Faculty of Psychology and Educational Sciences of the University of Coimbra. To attain that, a curricular internship was performed at the CH group.CH Business Consulting is the training entity responsible for two certified modular trainings, which are part of the “FORMAIS MAIS”, a project financed by Portugal 2020. Thus, the internship was conducted within the scope of that project and the related tasks focused on the pedagogical organization and management field.This report addresses adult education and training, the public policies for adult education and training in Portugal in the last few years along with its interruptions, discontinuities, and future challenges.Nowadays, the adult education and training in Portugal are still focused on the human resources perspective, focusing on market, economic growth, productivity increment and competitiveness rankings. However, the adult education and training still has some goals to be accomplished, such as the continuous mobilization of adults in terms of their training, especially for less qualified citizens; and the establishment of a link between Qualifica Centers and the citizens, encouraging greater involvement.Overall, one of the main challenges to be tackled is the acceptance of both informal and non-formal learning contexts as trustworthy. Thus, the relevance of the communication between the stakeholders and the Qualifica Centers is highlighted as an enhancer to a better development at local level.
