Intervenção Social face a Crianças/Jovens vítimas de violência doméstica: Estudo de caso em CPCJ da Região Autónoma dos Açores

Abstract

Esta dissertação é o resultado de uma pesquisa realizada no âmbito da intervenção social com crianças e jovens vítimas de violência doméstica, tendo pretendido de um modo geral compreender a intervenção do Serviço Social face à problemática da violência doméstica sinalizada à CPCJ e analisar os constrangimentos e desafios que se colocam ao Assistente Social.Assim, a investigação que assumiu uma vertente qualitativa assente na tipologia do estudo de caso múltiplo, procedeu a uma incursão junto de CPCJ da Região Autónoma dos Açores, procurando “dar voz” aos profissionais – seis técnicos de CPCJ – por via de entrevistas semiestruturadas. A par e inserida na estratégia de recolha de dados, o estudo beneficiou também da pesquisa documental.Os resultados de uma forma geral explicitam os contornos da intervenção desenvolvida (e.g., tipo de intervenção, metodologia), as dificuldades encontradas por parte dos profissionais na sua prática, bem como a forma como as tentam resolver ou mitigar. Em termos conclusivos salienta-se que a avaliação de diagnóstico, as visitas domiciliárias, a elaboração de relatórios, os acompanhamentos constituem práticas, do maior relevo no quadro da promoção dos direitos e proteção das crianças e jovens em perigo, entre outras. Por seu lado, o reduzido número de técnicos dado o volume de processos, a importância da formação especializada na área, os constrangimentos ao trabalho em rede e a diminuta prevenção, constituem alguns dos aspetos que carecem de canalizar uma melhor atenção por parte dos interlocutores e instâncias associados ao sistema em geral, de promoção e proteção de crianças e jovens.

This dissertation is the result of a research carried out within the scope of social intervention with children and young victims of domestic violence, having generally intended to understand the intervention of the Social Service in the face of the problem of domestic violence signaled to the Commission for the Protection of Children and Youth (in Portuguese, Comissão de Proteção de Crianças e Jovens – CPCJ) and to analyze the constraints and challenges that are placed with the Social Worker.Thus, the investigation, which took a qualitative approach based on the typology of the multiple case study, made an incursion into the CPCY (in Portuguese CPCJ) of the Autonomous Region of the Azores, seeking to “give a voice” to professionals – six CPCY technicians – through semi-structured interviews. Alongside and inserted in the data collection strategy, the study also benefited from documental research.The results, in general, explain the contours of the intervention developed (e.g., type of intervention, methodology), the difficulties encountered by professionals in their practice, as well as the way they try to solve or mitigate them.In conclusive terms, it should be noted that diagnostic assessment, home visits, reporting and follow-up are practices of the greatest importance in the context of promoting the rights and protection of children and young people in danger, among others. On the other hand, the small number of technicians given the volume of processes, the importance of specialized training in the area, the constraints on networking and the low level of prevention, are some of the aspects that need better attention on the part of the interlocutors and instances associated with the system in general, for the promotion and protection of children and young people.
