A política russa para a Ásia-Pacífico: as relações Rússia-Japão

Abstract

Num quadro em que a região Ásia‑Pacífico assume crescente importância na agenda de política externa russa, este texto analisa as implicações do maior empenho das políticas de Moscovo face a este espaço alargado e como estas se refletem na relação Rússia‑Japão. O artigo argumenta que o regresso da Rússia à Ásia‑Pacífico reflete um entendimento abrangente das mudanças atuais que o sistema internacional experimenta, e face às quais a Rússia mantém uma postura proactiva através das políticas que desenvolve e promove, e que se têm revelado ora de integração nesta área, ora de retração face a desenvolvimentos entendidos como potenciando relações de dependência. Ambivalências que o texto analisa e exemplifica através do caso das relações com o Japão.

In a context of growing relevance of the Asia-Pacifc region in Russia’s foreign policy, this paper analyses the implication of the greater attention of policies in Moscow towards this enlarged space and how these have reflex in the Russian-Japanese relationship. The article argues that the return of Russia to the Asia-Pacifc demonstrates a broad understanding of the current changes in the international system, in face of which Russia maintains a proactive posture through the politics it develops and promotes, and that have revealed both of integration in the area, and of retraction in face of developments it sees as allowing dependency relations. These ambivalences are analyzed and exemplifed through the relationship with Japan.
