Para além das cinzas: uma avaliação crítica da cooperação Portuguesa para o desenvolvimento em Timor-Leste

Abstract

Historicamente e no quadro da sua política de ajuda pública ao desenvolvimento (APD), tem sido clara a prioridade e preferência dadas por Portugal aos países africanos de língua oficial portuguesa (PALOP) e a Timor-Leste. Contudo, uma análise mais aprofundada da evolução da política de cooperação para o desenvolvimento portuguesa permite concluir que estes compromissos com o desenvolvimento das suas ex-colónias nem sempre se tem refletido em políticas eficazes e/ou em alterações estruturais ao nível do seu desenvolvimento, mostrando frequentemente ser esvaziado de uma estratégia coerente e eficaz. Este balanço limitado deve-se, por um lado, à inexistência de uma política estratégica coerente e clara e, por outro, aos vários desenvolvimentos e acontecimentos políticos e económicos que marcaram a vida do país nas últimas décadas e que afetaram de forma direta, e nem sempre positiva, a forma como Portugal desempenhou o seu papel de doador. Neste contexto, o caso de Timor-Leste não foi exceção. Desde a independência, processo em que Portugal esteve ativamente envolvido, que Timor-Leste se tornou um dos países privilegiados da cooperação portuguesa, focada essencialmente na ajuda ao desenvolvimento e recuperação económica e social. Volvida mais de uma década, os resultados dessa ajuda ficam, porém, ainda aquém das expetativas. A partir de uma análise das políticas de desenvolvimento levadas a cabo por Portugal em Timor-Leste, este capítulo pretende avaliar, de forma crítica, o papel da cooperação portuguesa para o desenvolvimento deste país, sublinhando as suas contradições e fragilidades e refletindo também sobre as oportunidades e contributos da mesma ao longo dos últimos anos.

Historically and within the framework of its development aid policies it is clear that Portugal has always given priority to African Portuguese speaking countries and Timor-Leste. However, a deeper analysis of the evolution of Portuguese foreign aid allows us to conclude that these commitments with the development of its former colonies have not always been reflected in effective policies and/or in structural changes and transformations in terms of their actual development, frequently being considered void of a coherent and effective strategy. This limited record is, on the one hand, a result of the inexistence of a clear and coherent strategy and, on the other hand, of the various political and economic developments and circumstances that have characterized the country in the past few decades and which have directly or indirectly affected the way in which Portugal has played its donor role. In this context, the case of Timor-Leste is not an exception. Ever since its independence, process in which Portugal was very actively involved, Timor-Leste became one of the privileged recipients of Portuguese development aid, focused specifically on social and economic rehabilitation. However, after more than a decade, the results of this aid have not yet matched expectations. From an analysis of the development policies undertaken by Portugal in Timor-Leste, this chapter aims at critically evaluating the role played by Portuguese development aid by underlying its contradictions and fragilities and also by reflecting on the opportunities and contributions of Portuguese aid over the last years.
