Abstract: Neste artigo cruzam-se três conceitos: migrações, cooperação e desenvolvimento. Descrevem-se as migrações portuguesas contemporâneas e a influência direta e indireta que a cooperação tem nestas migrações. Ensaiamos mostrar que a estratégia da cooperação não tem passado pelas migrações per si (apenas de forma direta e por via de um tempo pós-colonial) esquecendo os países de origem da imigração não lusófona. Por outro lado, a emigração portuguesa não é tida em conta na estratégia de cooperação. Bons exemplos surgem, porém, da cooperação entre instituições portuguesas e dos países de origem dos migrantes para Portugal. Por avaliar está o impacto das políticas de cooperação na educação (por exemplo no brain drain) e na saúde (com a permanência no país de doentes evacuados e dos seus familiares após o período de convalescença). Entre a realidade da acção, a estratégia de cooperação portuguesa e as migrações há muito potencial de impacto ainda por ativar.
This article intersects three concepts: migration, cooperation and development. The authors describe contemporary Portuguese migration and the direct and indirect influence that cooperation has on these migrations. They attempt to show that the strategy of cooperation has not gone through migration (only indirectly and by means of a post-colonial era) forgetting the countries of origin of non-Lusophone immigration. On the other hand, Portuguese emigration is not taken into account in the cooperation strategy. Good examples arise, however, from cooperation between Portuguese institutions and countries of origin of migrants to Portugal. The authors realize that research is needed that allows assessing the impact of policies of cooperation in education (e.g. the brain drain) and health (to stay in the country for evacuated patients and their family members after the period of convalescence). On the interrelations between the Portuguese cooperation strategy and migrations, the authors conclude, that there is much potential impact yet to be activated.
