Uma integração profunda na UE e um original e inesperado contexto de integração ibérica são partes importantes do novo retrato. As mudanças na especialização produtiva, a emergência de uma economia terciária pública, a centralidade das relações financeiras externas e a nova condição de Portugal enquanto investidor líquido no estrangeiro e país de imigração são alguns dos processos principais para a análise da governação da economia portuguesa neste período. Este último propósito implica estudar os mecanismos de coordenação da acção colectiva. O Estado, enquanto agente da “ordem relacional”, o mercado, enquanto lugar de governação cada vez mais estreito, e a comunidade, enquanto expressão das especificidades internas portuguesas, são considerados neste texto arranjos institucionais principais e bases da governação económica. The Portuguese economy has undergone many significant transformations since the democratic revolution of 1974 and the acession to the EEC in 1986. A deep integration into the EU and an original and unexpected context of Iberian integration are important parts of the new picture. Changes in productive specialization, the emergence of a tertiary public economy, the centrality of external financial relations and the new condition of Portugal as a net investor abroad and as a country of immigration are some of the main processes that are relevant for the analysis of the governance of the Portuguese economy in this period. This analysis involves studying the mechanisms of coordination of collective action. The State, as agent of the “relational order,” the market, as an increasingly narrow site of governance, and the community, as the expression of Portuguese internal specificities, are taken in this text as major institutional arrangements and the bases of economic governance. L’économie portugaise a connu de multiples transformations significatives pendant les dernières décades, notamment après la révolution démocratique de 1974 et l’adhésion à la CEE en 1986. Une intégration profonde à l’UE et un contexte original et inattendu débouchant sur l’intégration ibérique constituent des aspects important du nouveau portrait. Les changements dans la spécialisation productive, l’émergence d’une économie de troisième secteur public, la centralité des relations financières externes et la nouvelle condition du Portugal en tant qu’investisseur des liquidités à l’étranger et comme pays d’immigration: voici certains des principaux processus qui permettent d’analyser la gouvernance de l’économie portugaise dans cette période. Cette dernière affirmation implique d’ailleurs l’étude des mécanismes de coordination de l’action collective. L’Etat, en tant qu’agent de l’ “ordre relationnel”, le marché, en tant que lieu de gouvernance de plus en plus limitatif, et la communauté, en tant que l’expression des particularités internes portugaises, sont considérés dans le texte présent comme principaux arrangements institutionnels et bases de la gestion économique. |
