O Desenvolvimento das Medicinas Alternativas e Complementares em Portugal Após a sua Legalização (2003-2022)

Abstract

This study aimed to analyse the process of legalization of Complementary and Alternative Medicine (CAM) in Portugal and measure the degree of social and scientific acceptance and the development of CAM clinical practices in the period following its legalization (Law n.º 45/2003 of August 22). Therefore, the main objective of this research was, once regulated, to understand how it has evolved in the political, economic, social, academic, scientific and professional contexts surrounding this issue, seeking to incorporate its development in Portugal with that in the European Union, on the same period. Additionally, this study sought to understand to what extent the historical relationship between Macau and Portugal contributed to CAM development and regulation in Portugal. The results of this research provided the following knowledge concerning the CAM in Portugal: - firstly, to understand the political and social historical process of the CAM in Portugal, in other words it enabled the historical social and political reconstitution of its birth and reemergence in Portugal, as well as its regulatory process; secondly, to understand the Alternative and Complementary Medicine development in Portugal within the international context.; thirdly, to understand how, in the recent decades, the relationship between Macau and Portugal has developed having underlying Portuguese and Macanese political, economic and social interests, and to what extend it contributed to the acceptance and regulation of the CAM in Portugal. And finally, it revealed the characterization of CAM professional certificates in Portugal, the mapping of CAM establishments at a domestic level, the typology of CAMestablishments in Portugal, the characterization of CAM in Portugal, the type of professionals responsible for CAM establishments and services, the ethical and deontological autonomy of CAM professionals, the number of irregularities, infractions, misdemeanours, complaints and claims against CAM establishments and professionals and the number of accredited CAM study cycles. For this study we decided to apply a combined methodology based in the integrative use of a diversity of quantitative and qualitative research methods.

Este estudo pretendeu analisar o processo de legalização das Medicinas Alternativas e Complementares (MAC) em Portugal, e medir o grau de aceitação social e científico e desenvolvimento das suas práticas clínicas no período que se seguiu à sua legalização (Lei n.º 45/2003 de 22 de agosto). Esta investigação teve, por isso, como principal objetivo compreender a sua evolução após a sua regulamentação nos contextos políticos, económicos, sociais, académicos, científicos e profissionais que envolvem esta problemática, procurando integrar o seu desenvolvimento em Portugal com a sua evolução no mesmo período na União Europeia. Para além disso procurou perceber de que forma a relação histórica entre Macau e Portugal contribuiu para o desenvolvimento e regulamentação destas no nosso país. Os resultados desta investigação permitiram deste modo obter os seguintes conhecimentos relativamente às MAC em Portugal: primeiro compreender o processo histórico politico e social das MAC em Portugal, ou seja, possibilitou a reconstituição histórico social politica do seu nascimento e reemergência em Portugal, assim como da sua regulamentação; segundo perceber o desenvolvimento das medicinas alternativas e complementares em Portugal no contexto internacional; terceiro compreender como a relação entre Macau e Portugal, nas últimas décadas se desenvolveu tendo subjacente interesses políticos, económicos e sociais portugueses e macaenses, e contribuiu para a aceitação e regulamentação das MAC em Portugal; quarto revelou a caraterização das cédulas profissionais das MAC em Portugal, o mapeamento dos estabelecimentos das MAC a nível nacional, a tipologia dos estabelecimentos das MAC em Portugal, a caraterização das MAC em Portugal, o tipo de profissionais responsáveis pelos estabelecimentos e serviços das MAC, a autonomia ética e deontológica dos profissionais das MAC, o número de irregularidades, infrações, contraordenações, queixas e reclamações existentes contra estabelecimentos e profissionais das MAC e o número de ciclos de estudos das MAC acreditados. Para a realização deste estudo optámos por aplicar uma metodologia combinada que consistiu na utilização integradora de uma pluralidade de métodos de pesquisa quantitativos e qualitativos.
