dc.description.abstract | Este artigo usa o conceito de “narrativa estratégica” para analisar o processo de construção da narrativa russa em relação ao espaço pós-soviético, com especial enfoque no caso da Ucrânia. Para este efeito, serão analisados os principais documentos de política externa, segurança e doutrinas militares, declarações oficiais dos principais responsáveis pelo desenho e implementação da política externa do Kremlin, bem como fontes secundárias relevantes. A narrativa estratégica russa inclui três dimensões inter-relacionadas, que combinam elementos materiais e ideacionais, nomeadamente reconhecimento, inclusão/exclusão e policentrismo (Miskimmon e O’Loughlin, 2017, pp. 115-118), e que serão centrais a esta análise. O artigo conclui que o processo de construção da narrativa estratégica russa em relação ao espaço pós-soviético consolida esta área como parte da segurança nacional russa, entendida de uma perspetiva de segurança ontológica, onde a Ucrânia é um elemento central e as ingerências ocidentais são consideradas ameaça existencial. O exercício de regresso a uma narrativa de confrontação, na identificação do “outro” como o “inimigo”, nas referências às divisões que marcaram a Guerra Fria, e nas “linhas vermelhas” que firmam a dissensão, em particular após os acontecimentos de 2014, é informado por narrativas estratégicas, que de forma consistente procuram justificar e legitimar a invasão russa da Ucrânia. | pt |
dc.description.abstract | This article uses the concept of “strategic narrative” to analyze the process of construction of the Russian narrative in relation to the post-Soviet space, with a special focus on the case of Ukraine. For this purpose, the main foreign policy documents, security and military doctrines, and leaders’ official statements are analyzed, as well as relevant secondary sources. The Russian strategic narrative includes three interrelated dimensions, which combine material and ideational elements, namely recognition, inclusion/exclusion and polycentrism (Miskimmon and O’Loughlin, 2017, pp. 115-118), which will be central to the analysis developed in this article. It is here argued that the process of building the Russian strategic narrative in relation to the post-Soviet space consolidates this area as part of Russian national security, understood from an ontological security perspective, where Ukraine is a central element and western interference is considered an existential threat. The exercise of returning to a narrative of confrontation, in the identification of the “other” as the “enemy”, in the references to the divisions that marked the Cold War, and in the “red lines” that affirm dissent, particularly after the events of 2014, is informed by strategic narratives, which consistently seek to justify and legitimize the Russian invasion of Ukraine. | pt |
