Planeamento, Território e Desenvolvimento Desigual. Uma leitura do Plano de Ação para as Comunidades Desfavorecidas (PAICD) – Ferreira do Alentejo

Abstract

O tema do presente relatório de estágio passa, não só pelo seu título adquirido “Planeamento, Território e Desenvolvimento Desigual”, como também por ser um vislumbre das atividades realizadas pelo estagiário, sendo o seu principal objetivo a valorização do trabalho do estágio no contexto das questões territoriais e do planeamento. Procurou-se dar continuidade ao 1º ano do 2º ciclo em Geografia Humana, Planeamento e Territórios Saudáveis, ajustando a temática ao gosto pessoal e, por outro lado, a necessidade de contactar com uma nova realidade que advém de tudo o que um estágio curricular possa e consiga oferecer.O ordenamento do território é a arte de adequar as gentes e a produção de riqueza ao território numa perspetiva de desenvolvimento (GASPAR, 1995, p. 5).Desta maneira, a empresa MPT – Mobilidade e Planeamento do Território, Lda., com sede no Porto identificou, em primeira reunião, prévia ao início do estágio, como objetivo primário a caracterização de um determinado território, de acordo com os projetos admitidos e em execução na empresa, sendo este o ponto de partida consensualizado tanto pela entidade acolhedora como pelo estagiário.Perante este cenário e seguindo a linha de projetos em execução por parte da empresa, foi proposta a caracterização e diagnóstico do território de Ferreira do Alentejo, incidindo sobre o “Programa de Ação Integrado para as Comunidades Desfavorecidas de Ferreira do Alentejo”, a par de um diagnóstico intrínseco ao município de Ferreira do Alentejo às mais diferentes linhas de diagnóstico demográfico, económico e habitacional.O Plano de Ação Integrado para as Comunidades Desfavorecidas do município de Ferreira do Alentejo pretende intervir num edifício de domínio público, no qual prevê a sua reabilitação e reconversão - “Oficina da Criança”, bem como a requalificação do espaço público envolvente na ótica da promoção da inclusão social (MPT, 2016).

It was the first year of the second cycle in Human Geography, Planning and Healthy Territories, setting the theme to personal taste and, on the other hand, the need to contact a new reality that comes with everything a curricular internship can be and can offer .Regional planning is the art to suit the people and the production of wealth in the territory in a perspective of development (GAGNON, 1995, p. 5).In this way, the company MPT – Mobility and Planning, Lda., headquartered in the port identified, on first meeting, prior to the start of the stage, as a primary objective the characterization of a particular territory, according to the admitted and projects running in company, which is the starting point of consensualizado both by the warm by the trainee.Against this background, and following the line of running projects by the company, it was proposed the characterization and diagnosis of the territory of Ferreira do Alentejo, focusing on the "Integrated Action Programme for the disadvantaged communities of Ferreira do Alentejo", the pair of a diagnosis of the municipality of intrinsic Ferreira do Alentejo to different lines of demographic, economic and housing diagnosis.The Integrated Action Plan for the Disadvantaged Communities of the Municipality of Ferreira do Alentejo intends to intervene in the public domain, which provides rehabilitation and conversion-your "Workshop of the Child", as well as the reclassification of public space surroundings in optics promoting social inclusion (MPT, 2016).
