O Geógrafo Físico e os PMOT- OS Riscos Naturais e Tecnológicos nos Planos Diretores Municipais; PDM de Peniche

Abstract

Não negligenciando as formas naturais da terra pelos seus atos perigosos, deve-se sim, apostar numa forma estratégica de pensar o ordenamento do território implicando, acima de tudo, o conhecimento aprofundado da geomorfologia do espaço que habitamos, considerando que são várias vertentes que a compõe e que tem inerente dinâmicas internas e externas. E, é esta tomada de consciência do risco na investigação geográfica que traduz a vontade de apresentar soluções e de prevenir a manifestação da crise através dos conhecimentos das formas da terra, no sentido de trabalhar os seus processos perigosos, mecanismos, sua probabilidade espacial e temporal de ocorrência, assim como as suas consequências nas pessoas e bens. No presente relatório é referida uma maior análise ao risco e uma breve observação à sua coadjuvação com as políticas do ordenamento do território, constando sempre a opinião, através do olhar e pensamento de um geógrafo. Acresce ainda, no seu decorrer, que para o homem coabitar com o seu suporte físico e suas caraterísticas de um modo sustentável e harmonioso tem que conhecer primeiro o espaço que o envolve. Assim, através deste conhecimento e tendo em conta como território de estudo - o Concelho de Peniche, o relatório aqui apresentado pretende, através de uma conceptualização do risco, inserir-se nas políticas sectoriais de âmbito ambiental definidas pela revisão do PDM.Neste sentido, o presente relatório desenvolveu-se com o objetivo de refletir o trabalho desenvolvido no Estágio realizado na Câmara Municipal de Peniche e que teve como objecto fulcral a elaboração de cartografia de risco natural e tecnológica em formato digital, de forma a ser um instrumento útil nos planos de gestão e ordenamento municipal e, nomeadamente, nos planos municipais, quer diretor, quer de emergência do município. Numa primeira fase foi analisado o enquadramento geográfico e os riscos inerentes, assim como aplicação dos conceitos subjacentes ao risco, tais como suscetibilidade, perigosidade, vulnerabilidade e elementos expostos; na segunda fase procede-se à elaboração da cartografia através do software ArcGIS com os conceitos acima mencionados de forma a obter-se, numa terceira fase e última do trabalho, um resultado final em cartograma de risco, onde estarão identificados os riscos e os locais suscetíveis de serem afetados

The opinion is always based on the gaze and thought of the geographer in question, still adding on its course, for the human being to live with his Physical support and its characteristics in a sustainable and harmonious way has to first know this space that surrounds him, so through counting this knowledge and taking into account as study territory, the municipality of Peniche, the report presented here intends also through a conceptualization of the risk to be included in sector-wide environmental policies, defined by the PDM review.In this sense of way, this article was developed with the purpose of reflecting the work performed in the Internship helded at the Municipality Peniche, whose main object was the elaboration of natural and technological risk mapping in digital format in order to be a useful tool in Management plans and municipal planning and particularly in the municipal plans, both director and emergency municipality. In the first phase, the geographic framework and the inherent risks were analyzed, as well as the application of the concepts underlying the risk, such as susceptibility, danger, vulnerability and exposed elements. In the second phase the cartography was elaborated through ArcGIS software with the concepts Above mentioned in order to obtain final stage of the work, a final result in a risk mapping where the risks and the locations likely to be affected will be identified.
