A participação dos cidadãos nos sistemas de saúde dos países da Europa do Sul: Portugal, Itália e Espanha. Resultados preliminares de um estudo comparativo

Abstract

A partir da perspectiva dos sistemas de protecção social dos países da Europa do Sul, realizámos uma análise dos sistemas de saúde de Espanha, Itália e Portugal. Mediante uma revisão das normativas sanitárias, dos planos de saúde e da literatura sobre experiências de participação dos cidadãos, publicada nos últimos anos em Espanha, Itália e Portugal, estudámos as práticas de participação nos três países. Entre os resultados obtidos destacam-se os seguintes: a) somente a partir dos anos 90 a participação dos cidadãos nas decisões sobre saúde se tornou objecto de atenção das políticas públicas; b) houve um importante avanço no quadro normativo e no reconhecimento dos direitos dos pacientes em todos os três países; c) o nível de institucionalização da participação é ainda insatisfatório e limitado a algumas regiões.

From the perspective of the social protection systems of the countries of southern Europe, we undertook an analysis of the health systems of Spain, Italy and Portugal. Through a review of health regulations, health plans and the literature on public participation experience published in recent years in Spain, Italy and Portugal, we studied the state-of-the-art of participation in the three countries. Among the results obtained, it is important to highlight the followings: a) citizen participation in decisions about health care became the focus of public policy only since the 1990; b) there have been important advances in the legal framework and recognition of the rights of patients in all three countries, and c) the degree of institutionalisation of participation is still far from satisfactory and limited to certain regions.
