Abstract: O presente artigo discute formas de participação em sociedades que estão unidas por instituições que se apoiam na democracia representativa e no Estado de direito, tendo como consequência a convivência com um processo de desilusão com tais formas tradicionais de governos representativos. A reflexão trata das novas e diversificadas formas que envolvem os cidadãos na vida coletiva e dentre esse conjunto de múltiplas atividades que se definem pela organização e controle do governo pela sociedade, uma que vem se destacando entre as demais: Orçamento Participativo (OP). Embora tal experiência tenha se desenvolvido no contexto latino-americano – e principalmente no Brasil – a partir do final dos anos 1990, é na Europa que ela encontra um terreno especialmente fértil; razão, portanto, da escolha do relato do chamado OPJ da Trofa (Orçamento Participativo Jovem), cujos objetivos e instrumentos metodológicos caracterizam as experiências participativas europeias e o modelo dos “OP atuariais” (ou de base atuarial) em particular.
This article discusses ways of participation in societies that are joined by institutions that rely on representative democracy and the rule of law, resulting in coexistence with a process of disillusionment with such traditional forms of representative governments. The reflection deals with the new and varied ways that involve citizens in collective life and, among this set of multiple activities that are defined by the organization and control of the government by society, one that has been increasing among the others: Participatory Budget (PB). Although such experience developed in the Latin American context - mainly in Brazil - from the late nineties, it is in Europe that it finds a particularly fertile ground. Therefore, this is the reason for choosing a report from the so called OPJ Trofa (Young participatory budget), whose objectives and methodological instruments characterize the European participatory experiences and the model of “Actuarial PB” (or actuarial basis) in particular.
