A emigração portuguesa e o sistema migratório lusófono: complexidade e dinâmicas de um país de migrações

Abstract

Qual o papel de Portugal no sistema migratório global? A partir de uma análise da emigração portuguesa do século XX e XXI e do papel da imigração para Portugal nos últimos 50 anos descreve-se a interseção entre sistemas migratórios de geometria variável. Procura demonstrar-se que Portugal é um exemplo de interseção entre sistemas migratórios: sistema migratório europeu; sistema migratório do atlântico central; sistema migratório América do Sul–Europa; sistema migratório Europa – América do Norte; sistema migratório da Europa de Leste; sistema migratório do oriente médio; sistema migratório Europa-China, etc.. Afirma-se que a pertença a estes sistemas gera pontos de intersecção de importância elevada e que estes pontos de intersecção são influentes na expansão de sistemas migratórios e impactuam diretamente nas mudanças de políticas migratórias globais e nas dinâmicas migratória ao nível global. A análise macro proposta permite visualizar o papel de Portugal no sistema migratório global como um país estruturalmente semiperiférico mas desempenhando simultaneamente funções de centro no sistema migratório lusófono. O papel das semiperiferias no sistema migratório global é indispensável para estabilizar o sistema uma vez que facilita a interação e gera ligações entre os diferentes sistemas migratórios que, de outra forma, se manteriam independentes.

What is the role of Portugal in global migration system? This analysis departs from Portuguese emigration of the twentieth and twenty-first century and the role of immigration in Portugal for the last 50 years and describes the intersection between migration systems of variable geometry. We show that Portugal is an example of the intersection between migration systems: European migration system; migration system of the central Atlantic; migratory system of South America-Europe; migration system Europe - North America; Eastern Europe migration system; Middle East migration system; Europe-China, etc.. It’s claimed that membership in these systems generates intersection points of high significance and that these intersection points are influential in the expansion of migration systems and impact directly on changes in global migration policies and the dynamics migration at the global level. The macro analysis proposed shows the role of Portugal in global migration system as a structurally semiperipheral country. The article examines the concept of semi periphery and its dynamic role in the world-system. It reveals how the countries like Portugal facilitates’ the interaction and provides a connection between different migration systems and how is indispensable to stabilize the world migration system.
