Conceções e práticas inovadoras na inserção social pela qualificação e trabalho: o caso do Projeto Dar Sentido à Vida

Abstract

O contexto de crise económica e de austeridade a que temos assistido nos anos recentes tem sido promotor de um debate acentuado sobre as vulnerabilidades do Estado-Providência e de uma ênfase crescente à disseminação dos conceitos e processos do empreendedorismo social e da inovação social como resposta aos novos riscos sociais e, nomeadamente, à crise de emprego. Com a intenção de perceber como podem e devem coexistir equilíbrios nas possibilidades analíticas e políticas de articular conceitos e orientações, repensar os processos de intervenção social e comunitária e sustentar eficazmente iniciativas concretas que combatem a exclusão social, desenvolvemos um estudo de caso sobre o Projeto “Dar Sentido à Vida” da IPSS SAOM no Porto. Recorrendo à investigação qualitativa e à triangulação de técnicas de recolha de dados: entrevistas semidiretivas, observação e pesquisa documental, foi nosso objetivo geral analisar as práticas de intervenção do SAOM no domínio da inserção social pela qualificação e trabalho, tendo como referência os standards da inovação social e os pontos de vista de promotores e destinatários. Os resultados obtidos demonstraram o potencial inovador e qualificante do projeto junto de pessoas sem-abrigo ou em grave risco de exclusão social, a partir da compreensão concreta dos seus elementos estruturantes: visão, atributos dos promotores, atributos dos destinatários, estratégia de intervenção e valor social criado. A análise destas componentes permitiu igualmente tecer considerações sobre a estratégia de escalabilidade subjacente ao projeto, percebendo quais os fatores de sucesso e os limites identificados no mesmo. Esta configuração analítica contribuiu para a reflexão sobre os modelos de impacto e os métodos processuais a optar e a valorizar para o crescimento e difusão de práticas e modelos socialmente inovadores.

The context of the economic crisis and austerity that we have been witnessing in the recent years has been the promoter of an accentuated debate on the vulnerabilities of the welfare state and of an increasing emphasis on the dissemination of the concepts and processes of the social entrepreneurship and social innovation as an answer to the new social risks and particularly to the employment crisis. In order to understand how can and should coexist balances in the analytical and political possibilities of articulating concepts and guidelines, of rethinking the processes of social and community intervention and of efficiently sustaining specific initiatives to combat social exclusion, we have developed a case study on the Project "Dar Sentido à Vida" (Giving Life a Meaning) of the Private Institution of Social Solidarity SAOM in Porto. Using qualitative research and triangulation of data collection techniques: semi-directive interviews, observation and documentary research, our overall objective was to analyse the intervention practices of SAOM in the sphere of social inclusion by the qualification and work, with reference to the standards of social innovation and the points of view of implementers and receivers. The results obtained demonstrate the innovative and qualifying potential of the project with homeless people or with people at severe risk of social exclusion from the concrete understanding of its structural elements: vision, attributes of the implementers, attributes of the receivers, intervention strategy and social value created. The analysis of these components also allowed to comment on the scaling strategy subjacent to the project, understanding the success factors and the limitations identified in it. This analytical configuration contributes to reflecting on the choice of the impact models and the procedural methods and on the value to the growth and practices diffusion and socially innovative models.
